Under the resolution, the Government determined to improve the legal system as well as the quality of institutions and laws, and especially bills.
The Government agreed on the need for and the basic contents of the Law on Exit and Entry of Vietnamese citizens, underlining that it is an important legal project, which aims to concretize the relevant provisions articulated in the Constitution, creating a legal framework to ensure the legitimate rights of Vietnamese citizens, while facilitating the state management of citizens’ entry and exit and contributing to ensuring security, social order and safety during the exit and entry of citizens.
The Government agreed that the valid period of all kinds of regular passports with or without electronic chips is a 10 years’ time, and that a database on exit and entry of Vietnamese citizens should be established, linked to the national database on population and citizen identity, and managed and exploited by the passport issuance and immigration management agencies.
Besides, the law defines that the Minister of Defense and the Minister of Public Security with their authorities can make decisions to check the exit and entry of citizens aboard on-duty military or public security vehicles in accordance with the procedures and regulations issued by the Government.
The Government also issued a resolution on the amended Law on Public Investment; the Law on amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Authorities; the Law on amending and supplementing a number of articles of the Law on Public Officials and Civil Servants and the Law on Public Employees; and the Law on Planning.
