MPS to receive online applications for ordinary passports via e-portal from June 1

MPS - The Immigration Department under Ministry of Public Security (MPS) will provide the level-4 public service of granting ordinary passports (without electronic chips) to citizens nationwide via the public service portal of the Government or the MPS public service portal from June 1.

It is part of the ministry’s effort to realize the Government’s project on applying population database, e-identification, and e-authentication to national digital transformation in the 2022-25 period with a vision to 2030 (Project 06).

Under the Immigration Department’s plan, the public service has in fact piloted since May 15 at the Immigration Department and the Immigration Office under the Hanoi Municipal Police Department. From June 16, immigration offices will start the service nationwide.

According to the plan, any Vietnamese citizen who resides in the country, has a valid chip-based identity card or a valid 12-digit citizen ID card, a valid account on the Government Public Service Portal, and the ability to pay online fees will be able to submit their applications for passports without electronic chips online and receive them by post or directly from the provincial-level immigration agencies.

MPS will receive online applications for ordinary passports via its public security portal from June 1.

To apply for such passports, citizens can login the MPS Public Service Portal (http://dichvucong.bocongan.gov.vn). In doing so, they will fill out their passport information according to form X01, including their email address, a portrait photo to be printed on the passport, and choose the way of receiving their passports and finally pay the service fee at the request of immigration officers.

People who are not able to make online applications can still apply for their passports directly at the immigration offices.

The move aims to provide more convenience to people and promote the transparency of public administration.

Along with issuing passports without electronic chips via online public services, by May 2022, the Immigration Department has implemented other procedures including declaring foreigners’ temporary residence in Vietnam at the provincial-level police department’s website; granting entry permits to foreigners entering the country at the Immigration Portal; and granting foreigners permits to enter Vietnam under international treaties to which the country is a member.
