The event was attended by Member of the Politburo, National Assembly Nguyen Thi Kim Ngan, and chaired by Senior Lieutenant General To Lam, Member of the Politburo, Secretary of the Central Public Security Party Committee and Minister of Public Security.
In his opening remarks, Minister To Lam stated that the 12th National Conference of Public Security held in Tuyen Quang from January 25 to 29, 1948 launched the emulation movement “Training cadres, winning victories” across the Vietnam People’s Public Security Forces. After the meeting, Mr. Hoang Mai, Chief of former Public Security Zone 12 (composed of current Bac Giang, Bac Ninh, Lang Son and Quang Ninh provinces), wrote a letter to Uncle Ho, telling about confidence, pride and joy of our armed forces and people after the victory of Viet Bac in the autumn-winter season of 1947, and asking Uncle Ho for his instructions on working measures, moral and manner education of public security officers and soldiers, as well as for his instructions on the purposes and missions of the public security press. On March 11, 1948, Uncle Ho sent a letter to Mr. Hoang Mai, pointing the qualities of the revolutionary public security officers: “They themselves should be clean-handed, frugal and hard-working; be supportive and friendly to colleagues; be absolutely loyal to the Government; be respectful and polite to the people; be devoted to their work; be resolute and wise in fight against enemy.”
Deeply aware of the revolutionary and scientific significance of Uncle Ho’s Six Teachings, the People's Public Security Forces disseminated the teachings and launched various movements, political education drives to thoroughly study and implement the teachings associated with other patriotic emulation movements. Over the past 70 years studying and following the teachings, public security officers and soldiers have fought bravely and wone outstanding victories; tens of thousands of public security officers either laid down their lives or left parts of their bodies in battlefields during the cause of national security protection. The achievements, victories and results of the Public Security Forces in studying and following Uncle Ho’s six teachings have been recognized by the Party, the State. Various individuals and teams of the Vietnam People’s Public Security Forces were presented with noble awards, including 16 “Gold Star” orders, 100 “Ho Chi Minh” orders and titled the “Hero of the People's Armed Forces.”
Speaking at the event, National Assembly Chairwoman Nguyen Thi Kim Ngan acknowledged and praised the achievements of the Public Security Forces in learning and implementing Uncle Ho’s six teachings. She also emphasized that the Party, the State and the people are always proud of the heroic Vietnam’s People’s Public Security Forces, and expressed her belief that, under the leadership of the Party and President Ho Chi Minh, the Public Security Forces would overcome all difficulties and hardships, maintain and promote their valuable traditions, and preserve their absolute loyalty to the Fatherland and the people, as well as the Party and the State.
The forces should continue to study and follow Uncle Ho’s six teachings, accomplish and their assigned tasks, contributing to firmly protecting the socialist Fatherland of Vietnam and completing the goal of building a rich people, a strong country with justice, democracy and civilization”.
The NA Chairwoman also appreciated the efforts of the Central Public Security Party Committee and the MPS to promptly build and inaugurate the Memorial Site of Uncle Ho’s Six Teachings to the Public Security Forces. She also emphasized the significance of the memorial site, saying that this represents the gratitude of the Party, the State and generations of public security officers and soldiers, the provincial authorities of Bac Giang President Ho Chi Minh for his great contributions. She said, the project would contribute to promoting research, dissemination and education of President Ho Chi Minh’s thought, morals and style as well as protecting and promoting the cultural and historical values, and glorious traditions of the People’s Public Security Forces.
NA Chairwoman Ngan also asked the Public Security Forces to maintain and promote the values and historical significance of Uncle Ho’s Six Teachings in line with other movements launched by the Party, the State and the MPS.
She also asked the police forces to well perform the advisory role to the Party organizations and local authorities at various levels to promote the movement of “People’s Police forces follow the teachings of Uncle Ho”, contributing to the protection of national security and social order in the new situations.
