Party General Secretary and State President Nguyen Phu Trong attended and delivered a speech at the meeting. General To Lam, Member of the Politburo, Secretary of the Public Security Central Party Committee, Minister of Public Security chaired the meeting.
The event also saw the presence of leaders of the Party Central Committee’s Office, Organizing Commission, Commission for Internal Affairs, Inspection Commission, the Assistant to Party General Secretary and State President, members of the Public Security Central Party Committee and leaders of the Ministry of Public Security.
At the meeting, delegates discussed shortcomings and solutions to the implementation of the Politburo's Resolution No. 22-NQ/TW on renovating and streamlining the apparatus of the Ministry of Public Security for more efficiency and effectiveness as well as the Party building work in the People's Public Security Forces (PPSF).
Speaking at the meeting, Party General Secretary and State President Nguyen Phu Trong recognized the efforts of the PPSF and affirmed its important role in maintaining national security, social order, political stability, contributing to Vietnam’s socio-economic and diplomatic development.
According to the Head of State, the PPSF obtained 10 following major achievements in 2019:
Firstly, thoroughly grasping the situations and proactively giving strategic advice to the Party and the State to make guidelines and policies related to politics, economics, foreign affairs, ensuring national interests.
Secondly, protecting absolute safety for important national projects and political events, activities of the Party and State leaders, international conferences and foreign delegations visiting Vietnam.
Thirdly, building a security belt to remotely and stably maintain Vietnam's political security and interests, fulfilling the set goals and requirements, preventing the establishment of domestic political organizations against the Government, advising the Politburo on resolving disputes, protecting territorial sovereignty and national interests in the East Sea.
Fourthly, preventing and cracking down on crimes, criminal gangs and organizations related to "black credit" crime, economic crime, corruption, drug-related crime, creating a safe and healthy environment for the people.
Fifthly, improving the efficiency of State governance over public security and social order, especially in reducing traffic incidents.
Sixthly, improving the quality of professional knowledge, professional techniques, criminal sciences and management of professional records.
Seventhly, strengthening the coordination between the Ministry of Public Security with other ministries, departments, agencies and local authorities in ensuring public order and security and promoting the movement “All people protect the national security” with positive results.
Eighthly, promoting Party and force building with significant results under the direction of the Public Security Central Party Committee and the leadership of the Ministry of Public Security as well as the Party committees at all levels.
Ninthly, fulfilling the requirements on finance, investment and planning as well as logistics and technological services, serving the operation of the entire public security forces.
Tenthly, innovating staff work and leadership in line with the practical operation of public security units at the grassroots-level, ensuring the efficiency of telecommunications and cipher work, expanding foreign relations and international cooperation, strengthening legal work, administrative and judicial reforms, conducting strategic and theoretical research, stepping up inspection at all levels.
The meeting also reviewed the implementation of the Politburo's Resolution No.22-NQ/TW. Accordingly, the apparatus of the Ministry of Public Security was streamlined towards efficiency and effectiveness. Party General Secretary and President Nguyen Phu Trong hailed the Ministry of Public Security’s comprehensive and timely leadership and direction in this work. In the coming time, the Public Security Central Party Committee should be active in directing the rearrangement of the PPSPF in accordance with the related policies as well as encouraging officers and soldiers, especially those in difficult and remote areas.
Regarding the Party and force building work, Party General Secretary and State President Nguyen Phu Trong urged the Public Security Central Party Committee to effectively and comprehensively implement the Central Party Committee's resolutions on Party building, focusing on building a contingent of qualified public security officers at all levels, especially at the strategic level.
The Party General Secretary and State President also requested the Public Security Central Committee and the Ministry of Public Security to successfully organize Party congresses at all levels as well as to promote their leading role in security and safety protection, contributing to the success of the 13th Party Congress.
On this occasion, on behalf of the Party and the State, Party General Secretary and State President Nguyen Phu Trong extended his best wishes to all members of the Public Security Central Party Committee and believed that the PPSF will uphold its heroic tradition, successfully completing the tasks in the coming time.
