Personal profiles of members of the terrorist group of "Triều Đại Việt"

The Vietnamese Ministry of Public Security has just released the police records on the 17 people who have been accused of “Carrying out activities aimed at overthrowing the people's administration”, “Carrying out terrorist activities against the people's administration”, “Illegally producing, storing, and selling explosives” according to Articles 109, 113, 305 of the 2015 Penal Code (amended in 2017). The ministry also announced 01 wanted fugitive who is related to the terrorist group of “Triều Đại Việt.” All of them are listed below:

 

(1) Full name: Dương Bá Giang

- Born in 1971;
- Hometown: Nghe An Province;
- Permanent residence: No. 47/28, Huynh Van Nghe Road, Bac Son Commune, Trang Bom District, Dong Nai Province;
- Educational attainment: 8/12;
- Ethnicity: Kinh (Viet); Religion: Christianity;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He made remote detonator system and caused an explosion at the police station of Ward 12, Tan Binh district, Ho Chi Minh City on June 20, 2018;
- On June 29, 2018, he was arrested by the Security Investigation Agency under the Ho Chi Minh City Municipal Police Department on charges of “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Dương Bá Giang to 18 years in prison and 5 years of probation.



(2) Full name: Vũ Hoàng Nam

- Date of birth: April 17, 1996;
- Hometown: Ho Chi Minh City;
- Permanent residence: 68/25 Dong Den, Ward 14, Tan Binh District, HCMC;
- Educational attainment: 12/12;
- Ethnicity: Kinh (Viet); Religion: Christianity;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He directly caused the explosion at the police station of Ward 12, Tan Binh district, Ho Chi Minh City on June 20, 2018;
- On July 2, 2018, he was arrested by the Security Investigation Agency under the Ho Chi Minh City Municipal Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Vũ Hoàng Nam to 17 years in prison and 5 years of probation.



(3) Full name: Nguyễn Khanh

- Date of birth: December 25, 1964;
- Hometown: Binh Duong Province
- Permanent residence: No. 275, Group 15, Hamlet 2, Thai Hoa Hamlet, Ho Nai 3 Commune, Trang Bom District, Dong Nai Province;
- Educational attainment: 7/12;
- Ethnicity: Kinh (Viet); Religion: Christianity;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges:
+ He purchased and produced explosives and participated in the explosion at the police station of Ward 12, Tan Binh district, Ho Chi Minh City on June 20, 2018.
+ He provided explosives and directed his accomplices to cause explosions at other State agencies in Hau Giang and Kien Giang provinces.
- On June 26, 2018, he was arrested by the Security Investigation Agency under the Ho Chi Minh City Municipal Police Department and accused of “Carrying out terrorist activities against the people's administration” and “Illegally producing, storing, and selling explosives” as prescribed in Article 113 and Article 305 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Nguyễn Khanh to 24 years in prison and 5 years of probation.



(4) Full name: Dương Khắc Minh

- Date of birth: November 25, 1993;
- Hometown: Thanh Hoa Province;
- Permanent residence: Residential Group 2, Hamlet 5, Thieu Duong Commune, Thanh Hoa City, Thanh Hoa Province;
- Educational attainment: 12/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges: He was directly involved in causing the explosion at the police station of Ward 12, Tan Binh district, Ho Chi Minh City on June 20, 2018.
- On July 8, 2018, he was arrested by the Security Investigation Agency under the Ho Chi Minh City Municipal Police Department for "Carrying out terrorist activities against the people's administration" as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Dương Khắc Minh to 17 years in prison and 5 years of probation.



(5) Full name: Phạm Trần Phong Vũ

- Date of birth: August 6, 1982;
- Hometown: Kien Giang Province;
- Permanent residence: No. 150/6, Mac Cuu Street, Vinh Thanh Ward, Rach Gia City, Kien Giang Province;
- Educational attainment: 12/12
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Mechanic
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges: He was directly involved in causing an explosion at the headquarters of the Hau Giang Provincial Police Department on July 5, 2018;
- On August 1, 2018, he was arrested by the Security Investigation Agency under the Kien Giang Provincial Police Department for "Carrying out terrorist activities against the people's administration" as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Phạm Trần Phong Vũ to 17 years in prison and 5 years of probation.



(6) Full name: Lê Văn Thương

- Born in 1988;
- Hometown: Quang Ngai Province;
- Permanent residence: Nghia Thang Commune, Tu Nghia District, Quang Ngai Province.
- Educational attainment: 12/12
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges: He made remote detonators and was involved in causing the explosion at the police station of Ward 12, Tan Binh district, Ho Chi Minh City on June 20, 2018.
On November 26, 2018, the Security Investigation Agency under the Quang Ngai Provincial Police Department issued a decision to prosecute Lê Văn Thương for “Carrying out activities aimed at overthrowing the people's administration” according to Article 109 of the 2015 Penal Code (amended in 2017). But Lê Văn Thương fled from his place in An Tan village, Nghia Thang commune, Tu Nghia district, Quang Ngai province on November 9, 2018, and has been wanted by the Quang Ngai Provincial Police Department since then.



(7) Full name: Nguyễn Minh Tấn

- Born in 1978;
- Hometown: Quang Ngai Province;
- Permanent residence: Cay Duong Town, Phung Hiep District, Hau Giang Province.
- Educational attainment: 12/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Tradesman;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges: He received funds and was directed by Ngo Van Hoang Hung to buy materials for making explosives and causing the explosion at the headquarters of the Hau Giang Provincial Police Department;
- On August 1, 2018, the Security Investigation Agency under the Hau Giang Provincial Police Department issued a decision to arrest and prosecute Nguyễn Minh Tấn for "Carrying out terrorist activities against the people's administration" as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Nguyễn Minh Tấn to 18 years in prison and 5 years of probation.



(8) Full name: Nguyễn Thị Bích Vân (female)

- Born in 1954;
- Hometown: Ho Chi Minh City;
- Resident place: Residence Quarter 3, Tan Thoi Nhat Ward, District 12, Ho Chi Minh City.
- Educational attainment: 5/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization.
- Charges: She induced people to join the "Triều Đại Việt" Organization and, under the direction of Ngô Văn Hoàng Hùng, bought chemicals to make explosives for other members of the terrorist group to carry out terrorist and sabotage acts in Vietnam;
- On August 3, 2018, the Security Investigation Agency under the Tien Giang Provincial Police Department issued a decision to prosecute Nguyễn Thị Bích Vân for "Carrying out terrorist activities against the people's administration" as prescribed in Article 113 of the 2015 Penal Code (amended in 2017) and banned her from leaving her residence place.
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Nguyễn Thị Bích Vân to 12 years in prison for her terrorist acts and 5 years of probation.



(9) Full name: Hồ Anh Tuấn

- Born in 1973;
- Hometown: Tien Giang Province;
- Permanent residence: Ward 5, My Tho City, Tien Giang Province;
- Educational attainment: 9/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Tradesman;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced people to join the “Triều Đại Việt” terrorist group;
- On August 1, 2018, he was arrested by the Security Investigation Agency under the Tien Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened the first-instance trial and sentenced Hồ Anh Tuấn to 9 years in prison and 3 years of probation.



(10) Full name: Võ Công Hải

- Date of birth: September 22, 1973;
- Hometown: Ho Chi Minh City;
- Permanent residence: No 511A, Nguyen Van Ro Village, Ban Tan Dinh Commune, Giong Rieng District, Kien Giang Province;
- Educational attainment: 7/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Driver, electrician;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced people to join the “Triều Đại Việt” Organization, made flags for the group and was involved in causing an explosion at the headquarters of the Hau Giang Provincial Police Department.
- On August 3, 2018, he was arrested by the Security Investigation Agency under the Kien Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Võ Công Hải to 9 years in prison and 3 years of probation.



(11) Full name: Nguyễn Thanh Bình

- Date of birth: August 10, 1957;
- Hometown: An Giang Province;
- Permanent residence: No. 136, Tran Phu Road, Phu Huu Village, Phu Hoa Township, Thoai Son District, An Giang Province;
- Educational attainment: 9/12;
- Ethnicity: Kinh (Viet); Religion: Buddhism;
- Occupation: Tradesman;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced people to join the “Triều Đại Việt” Organization, found secret bases for the group, and bought weapons in Cambodia, then brought them to Vietnam for terrorist activities.
- On August 4, 2018, he was arrested by the Security Investigation Agency under the An Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Nguyễn Thanh Bình to 9 years in prison and 3 years of probation.


(12) Full name: Hồ Nguyễn Quốc Hưng

- Date of birth: July 6, 1981;
- Hometown: Tien Giang Province;
- Permanent residence: No. 50/15, Giong Dua Street, My Tho City, Tien Giang Province;
- Educational attainment: 9/12;
- Ethnicity: Kinh (Viet);  Religion: Irreligion;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He was assigned to rent accommodations for the group’s members and buy coffee grinders to make explosives.
- On August 7, 2018, he was arrested by the Security Investigation Agency under the Tien Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Hồ Nguyễn Quốc Hưng to 10 years in prison and 3 years of probation.



(13) Full name: Trần Văn Đoan

- Date of birth: February 17, 1988;
- Hometown: Kien Giang Province;
- Permanent residence: Kinh B Resident Group, Tan Hiep Township, Kien Giang Province;
- Educational attainment: 9/12;
- Ethnicity: Kinh (Viet); Religion: Hoa Hao Buddhism;
- Occupation: Factory worker;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced some people of the Stieng ethnicity to establish a secret base in the Central Highlands for storing arms and recruiting men and training terrorists.
- On November 3, 2018, he was arrested by the Security Investigation Agency under the Binh Phuoc Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Trần Văn Đoan to 9 years in prison and 3 years of probation.



(14) Full name: Điểu Lé

- Born in 1952;
- Hometown: Binh Phuoc Province;
- Permanent residence: Bu Kroai Hamlet, Duc Hanh Commune, Bu Gia Map District, Binh Phuoc Province;
- Educational attainment: 2/12;
- Ethnicity: Stieng; Religion: Irreligion;
- Occupation: Freelancer;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced people to join the “Triều Đại Việt” Organization, guided other members of the group to illegally enter Vietnam from abroad to conduct sabotage acts in Vietnam, and built bases to store food and gather terrorists.
- On November 3, 2018, he was arrested by the Security Investigation Agency under the Binh Phuoc Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Điểu Lé to 7 years in prison and 3 years of probation.



(15) Full name: Điểu A Nam

  - Date of birth: December 30, 1986;
- Hometown: Binh Phuoc Province;
- Permanent residence: Bu Kroai Hamlet, Duc Hanh Commune, Bu Gia Map District, Binh Phuoc Province;
- Educational attainment: 12/12;
- Ethnicity: Stieng; Religion: Protestantism;
- Occupation: Factory worker;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: He induced people to join the “Triều Đại Việt” Organization and stored food and medicines for the terrorist group.
- On November 3, 2018, he was arrested by the Security Investigation Agency under the Binh Phuoc Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Điểu A Nam to 7 years in prison and 3 years of probation.



(16) Full name: Nguyen Tan Thanh

- Date of birth: July 30, 1986;
- Hometown: Binh Duong Province;

(17) Full name: Truong Thi Trang

- On October 15, 2018, she was arrested by the Security Investigation Agency under the Hau Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Truong Thi Trang to 3 years in prison and 2 years of probation.



(18) Full name: Tran Thi Thu Hanh

- Born in 1981;
- Hometown: Vinh Long Province;
- Permanent residence: Dong Hau Hamlet, Dong Binh Commune, Binh Minh Town, Vinh Long Province.
- Educational attainment: 2/12;
- Ethnicity: Kinh (Viet); Religion: Irreligion;
- Occupation: Unemployed;
- Position in the terrorist group: Member of the "Triều Đại Việt" Organization;
- Charges: She received money from Ngo Van Hoang and bought materials to produce explosives for the group.
- On August 5, 2018, she was arrested by the Security Investigation Authority under the Kien Giang Provincial Police Department for “Carrying out terrorist activities against the people's administration” as prescribed in Article 113 of the 2015 Penal Code (amended in 2017);
- On September 22, 2020, the Ho Chi Minh City People's Court opened a first-instance trial and sentenced Truong Thi Trang to 3 years in prison and 2 years of probation.

II. Procedures for handling complaints from organizations and individuals regarding the inclusion in or removal from the list of organizations and individuals related to terrorism and terrorism financing:

1.    In Vietnam:

* Organizations and individuals may initiate lawsuits against decisions on inclusion in or removal from the list of organizations and individuals related to terrorism and terrorism financing in accordance with Article 117 of the 2015 Law on Administrative Procedures of The Socialist Republic of Vietnam as follows:
“1. When instituting an administrative lawsuit, the claimant shall make a lawsuit petition in accordance with Article 118 of the Law.
2. Individuals with the full administrative procedure act capacity may make lawsuit petitions by themselves or ask others to do so for them. The items of the plaintiff’s name and address in a petition shall be filled with the individual’s full name and address. The individual shall give his/her signature or press his/her fingerprint on the bottom of the petition.
3. Lawful representatives of individuals who are minors, have lost their civil act capacity, have their civil act capacity restricted or meet difficulties in cognizing or controlling their acts may make lawsuit petitions by themselves or ask others to do so. The items of the plaintiff’s name and address in a petition shall be filled with the full name and address of the lawful representative of the claimant. The lawful representative shall give his/her signature or press his/her fingerprint on the bottom of the petition.
4. Individuals falling in the cases specified in Clauses 2 and 3 of this Article who are illiterate, have vision disability or are unable to make lawsuit petitions by themselves or to give their signatures or press their fingerprints on petitions may ask others to make lawsuit petitions to the witness of the claimant with the full administrative procedure act capacity who shall give signatures on these petitions.".
