Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Deputy Minister of Public Security chaired the conference.
The conference saw the presence of leaders of relevant agencies and units under the Ministry of Public Security, including investigation agencies, professional departments, public security educational institutions and local police departments.
Speaking at the conference, Senior Lieutenant General Le Quy Vuong affirmed that the promulgation of Circular No. 46/2019/TT-BCA aims to better ensure human rights and civil rights in criminal proceedings as well as promoting judicial reforms in accordance with the policies of the Party and the State on building a rule-of-law state.
At the conference, Lieutenant General, Prof. Dr. Nguyen Ngoc Anh, Director of the Department of Legal Affairs and Administrative, Judicial Reforms under the Ministry of Public Security presented the basic contents of the Circular. Accordingly, Circular No. 46/2019/TT-BCA stipulates the responsibilities of the People’s Public Security Forces in precisely implementing the 2015 Criminal Procedure Code on the procedures for registration and refusal, cancellation of registration for the defense of detainees-in-emergency, arrestees, temporary detainees and suspects as well as for the protection of legitimate rights and interests of crime victims, litigants, accused and to-be-prosecuted persons, and the responsibilities for carrying out activities of defense counsels and protectors of legitimate rights and interests.
To conclude the conference, Deputy Minister Le Quy Vuong requested police units at all levels to develop their own implementation plans based on the Overall Plan of the MPS while coordinating with functional agencies in supervising and inspecting the implementation of the Circular, popularizing the Circular to the people, organizing professional training courses to raise awareness of investigators and detention officers about the contents of the Circular, thus ensuring proper implementation.
