Building the People's Security Force as the core force in safeguarding national security in the new era

General Secretary and State President To Lam attended and delivered a keynote address at the ceremony celebrating the 80th founding anniversary of the People's Security Force (July 12, 1946 – 2026) and presented the Force with the Gold Star Order, on the morning of July 11, in Hanoi.

Also attending the event were former General Secretary Nong Duc Manh; former Prime Ministers Nguyen Tan Dung and Pham Minh Chinh; former Chairpersons of the National Assembly Nguyen Van An and Nguyen Thi Kim Ngan; and Permanent Member of the Party Central Committee's Secretariat Tran Cam Tu.

Delivering the commemorative address, Deputy Minister of Public Security Senior Lieutenant General Pham The Tung emphasized that, over the past 80 years, together with the entire People's Public Security Forces, the People's Security Force has consistently taken the lead in implementing the Party's guidelines and the State's laws, serving as the core force in safeguarding national security while actively contributing to national development and improving the people's well-being.

The force has focused on building a streamlined, efficient, and strong organizational structure, strengthening the nation's security posture early and from afar, establishing an integrated security posture both within and beyond national borders, and consolidating the people's security stance in close association with the all-people national defense posture on the foundation of a solid hearts-and-minds base.

It has ensured absolute security and safety for Party and State leaders, international delegations, key national security targets and facilities, as well as major national events and international conferences held in Vietnam, leaving no room for even the slightest lapse, while creating the most favorable conditions for the people to enjoy the fruits of development.

Throughout its 80-year journey of development, combat, and growth, the People's Security Force has recorded numerous outstanding achievements. The Party and the State have awarded the force the Gold Star Order on three occasions and the Ho Chi Minh Order ten times, while thousands of units and officers have been conferred the title of Hero of the People's Armed Forces alongside many other noble distinctions.

On the occasion of its 80th anniversary, the People's Security Force was honored to receive the Gold Star Order for the fourth time. This noble distinction serves as a tremendous source of encouragement for generations of officers and soldiers to continue striving to fulfill their glorious mission of safeguarding national security.

Addressing the ceremony on behalf of the Party and State leadership, General Secretary and State President To Lam warmly congratulated and highly commended the People's Security Force for its outstanding achievements and significant contributions to the cause of safeguarding national security and defending the Fatherland.

To successfully fulfill its major responsibilities in the new revolutionary period, the General Secretary and State President called on the People's Security Force to develop a unified understanding of the new thinking on national security and national security protection, thereby resolutely renewing its operational methods, strengthening its security posture, and successfully accomplishing all assigned tasks.

He stressed that national security in the new era must be highly proactive and vigilant, leaving absolutely no room for complacency.

General Secretary and State President To Lam underscored that national security is no longer confined to protecting the Party, the State, the People, the socialist regime, and national sovereignty from threats. It also encompasses safeguarding the factors underpinning the country's competitiveness and development, while ensuring the stable operation of the entire economic, social, and technological systems. In this regard, he emphasized that the security of the socialist regime and the Party's leadership remains paramount, while human security and public trust constitute the central focus of all national security policies.

The General Secretary and State President further stressed the need to expand the scope of security protection in line with the principle that "where development advances, security must follow," firmly safeguarding security in emerging domains and sectors while proactively responding to new forms of threats to national security.

He also called for building the People's Security Force into a revolutionary, regular, elite, and modern force embodying the spirit of "Most Disciplined – Most Loyal – Closest to the People," serving as the core force in safeguarding national security in the new era.

On behalf of the Public Security Central Party Committee, the Ministry of Public Security, and the People's Security Force, Minister Luong Tam Quang expressed profound gratitude for the special attention and support of the Party, the State, and General Secretary and State President To Lam personally.

He affirmed that the entire force would devote all their hearts and minds to implementing the General Secretary's directions, fostering a unified understanding of the new thinking on national security, resolutely renewing operational methods, and strengthening the security posture to successfully fulfill every task entrusted to them by the Party, the State, and the People.
