Speaking at the meeting, Minister Luong Tam Quang highly appreciated Assistant Secretary Michael G. DeSombre’s visit to Vietnam, stating that the meeting took place at a particularly meaningful time as Vietnam had just successfully concluded the 14th National Congress of the Communist Party of Vietnam.
Regarding Vietnam–U.S. bilateral relations, Minister Luong Tam Quang noted that, after 30 years of normalization of their bilateral diplomatic relations and more than two years of their Comprehensive Strategic Partnership, the Vietnam–U.S. relationship has witnessed remarkable development. He stressed that the bilateral relations, in which the two countries have overcome the past and have been building a cooperative and friendly future relationship on the basis of shared interests, mutual trust and mutual respect, have become a model in international relations.
In terms of specialized cooperation, the Minister affirmed that cooperation between the Ministry of Public Security of Vietnam and U.S. security and law enforcement partners has continued to expand in both breadth and depth.
He cited an important event in September 2025 when the Ministry of Public Security of Vietnam and the United States Department of State co-chaired the second Security and Law Enforcement Dialogue in the United States.
He added, the two sides had maintained regular exchanges on specific areas, such as drug prevention and control, combating human trafficking and illegal migration, cybersecurity cooperation and the fight against online fraud.
To further advance relations in general and security cooperation in particular between the two countries, Minister Luong Tam Quang proposed that Assistant Secretary Michael G. DeSombre continue to advise relevant U.S. agencies to effectively implement the Vietnam–U.S. Comprehensive Strategic Partnership in a more substantive manner.
According to him, the Ministry of Public Security of Vietnam hopes the two countries will soon conclude negotiations on a reciprocal trade agreement with positive results.
The Minister affirmed that the Ministry of Public Security of Vietnam stands ready to enhance cooperation with competent U.S. agencies in combating transnational crime. He called on security and law enforcement agencies of the two countries to continue closely coordinating in sharing information and dealing with the types of crime of mutual concern.
For his part, Assistant Secretary Michael G. DeSombre said, he highly valued and agreed with the ideas and suggestions given by Minister Luong Tam Quang. He affirmed his commitment to further promoting Vietnam–U.S. bilateral relations and elevating specialized cooperation between the Ministry of Public Security of Vietnam and U.S. security and law enforcement partners to a new high level, contributing significantly to peace, stability, cooperation, security and prosperity in the region and the world.
