
Minister Luong Tam Quang meets with newly appointed Lao Minister of Public Security
As a member of a high-ranking delegation accompanying Party General Secretary To Lam on his State visit to the Lao People’s Democratic Republic (Lao PDR), Member of the Politburo and Minister of Public Security General Luong Tam Quang met with Member of the Secretariat of the Lao People’s Revolutionary Party and Minister of Public Security Senior Lieutenant General Vanthong Kongmany, on the afternoon of February 5 in Vientiane.

Welcoming Minister Luong Tam Quang and the high-ranking delegation of the Ministry of Public Security of Vietnam to Laos, Minister Vanthong Kongmany congratulated Minister Luong Tam Quang and the leadership of the Vietnamese Ministry of Public Security on the great success of the 14th National Congress of the Communist Party of Vietnam.
The Lao Minister of Public Security expressed his hope that the two sides would continue to strengthen cooperation in ensuring security and order, effectively implementing agreements signed by the leaders of the two Parties and States as well as cooperation documents in the fields of security and policing signed by the two ministries, particularly the outcomes of the talks between the two Party General Secretaries held earlier the same day.
On behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security of Vietnam, Minister Luong Tam Quang congratulated the Lao Minister on the success of the 12th National Congress of the Lao People’s Revolutionary Party as well as on his being entrusted by the Party, State and Government with the position of Minister of Public Security of Laos and member of the Party Central Secretariat.
He also congratulated the Lao Public Security Forces on their outstanding performance in ensuring security and safety, contributing to the success of the 12th National Congress of the Lao People’s Revolutionary Party.
At the meeting, the two Ministers underscored that, in recent years, the two Ministries of Public Security have increasingly deepened bilateral cooperation in a practical and effective manner, yielding a number of important results in the fields of security, policing, logistics, technical support, force building and delegation exchanges.
The two sides have regularly exchanged information on global and regional developments affecting national security of each country, and closely cooperated in safeguarding political security and preventing hostile forces from carrying out activities infringing upon the national security of each country.
The two police forces have also effectively coordinated to dismantle numerous large-scale drug production, trafficking, transportation and storage networks involving citizens of the two countries; successfully broken up several online fraud rings and hi-tech crime groups; and arrested wanted fugitives.
Furthermore, police departments of the two countries’ border provinces have closely coordinated in investigating and handling various cases of drug trafficking and transportation, while regularly supporting each other in training and capacity building.
The two Ministers agreed that, in the coming period, the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos will further enhance coordination to effectively implement the 2026 Cooperation Plan and memoranda of understanding between the security and police forces of the two countries, as well as to strengthen joint efforts to combat transnational crime.
They also reached consensus on strengthening coordination in implementing projects on building population management and citizen identification systems, as well as the construction of the Security Command Center of the Lao Ministry of Public Security.
