MPS continues to renovate law building and enforcement

The Ministry of Public Security (MPS) held a meeting to deploy the Action Program of the Public Security Central Party Committee in realization of the Politburo’s Resolution No. 66-NQ/TW, dated April 30, 2025, on renovating law building and enforcement to meet the country’s development requirements in the new era, on October 1, in Hanoi.

The meeting was held online, connecting delegates attending the meeting at the MPS headquarters with those from provincial-level police departments nationwide.

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung chaired the event.

At the meeting, Director of the Department of Legal Affairs and Administrative–Judicial Reforms Lieutenant General Pham Cong Nguyen presented the key contents of Resolution No. 66-NQ/TW and Action Program No. 54-CTr/DUCA of the Public Security Central Party Committee, issued on June 26, 2025.

Leaders of provincial police departments discussed difficulties and obstacles in implementing legal documents on security and order under the two-tier local government model, while also proposing approaches to improve the enforcement of legal documents at the grassroots level.

In his concluding remarks, Deputy Minister Le Quoc Hung emphasized that public security units and agencies should synchronously implement the Action Program of the Public Security Central Party Committee and that of the Government Party Committee to realize Resolution No. 66-NQ/TW, which was identified by the Party and State as one of four strategic pillars.

Regarding the task of drafting laws, ordinances and normative legal documents on security and order, the Deputy Minister requested units to review the current situation and forecast future developments in their working fields, so as to proactively propose amendments and supplements to the available laws and legal documents as well as the building of new legal documents.

He also underlined the importance of legal dissemination, urging leaders of all public security units and agencies to thoroughly brief their subordinates on relevant legal documents related to the Public Security Forces, including those not directly drafted by the MPS but closely connected to their tasks.
