MPS launches “Three Bests” emulation movement

At the meeting, the MPS officially launched the nationwide emulation movement “Three Bests: Most Disciplined – Most Loyal – Closest to the People” across the entire Public Security Forces.

Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang chaired the meeting.

At the meeting, Deputy Minister Tran Quoc To thoroughly briefed delegates on the Resolution and Action Program of the 8th Congress of the Public Security Central Party Organization, underscoring key missions to be done in the 2025–2030 term.

To successfully realize the goals set by the Congress, the MPS officially launched the “Three Bests” emulation movement across the Public Security Forces with the theme: “Discipline is the foundation – Loyalty is the core – Closeness to the people is the measurement.”

The movement will be implemented throughout the 2025–2030 period.

Accordingly, the “Three Bests” encompass “Most Disciplined,” “Most Loyal,” and “Closest to the People.”

“Most Disciplined” means to strictly and absolutely comply with the Platform, Charter, resolutions, directives, regulations and guidelines of the Party; rigorously abide by the Constitution and laws of the State; and fully adhere to the rules, codes, procedures and working regulations of the Public Security Forces.

“Most Loyal” means to always strive and be ready to make sacrifices for the ideals of the Party and the goals of a prosperous nation, a strong country, democracy, justice and civilization; to always place the interests of the nation and people above all else; to maintain the revolutionary dignity and steadfastness of the public security officer, match thought with action, be wholeheartedly dedicated to the people, and set an example in all work.

“Closest to the People” means that “the people is the root,” the center and the subject of all guidelines, policies and the work of ensuring security and order while the happiness and peace of the people is the highest measure of the efficiency of all public security work.

Representing grassroots-level police units nationwide, Chief of the Thanh Xuan Ward Police Station Lieutenant Colonel Vu Hai Thanh expressed his strong resolve to implement the “Three Bests” movement, pledging to translate its spirit into practical, concrete actions at work.
