
People’s Police Academy collaborates with MobiFone to promote digital transformation
The People’s Police Academy (PPA) and the MobiFone Telecommunications Corporation (MobiFone) co-held a ceremony to sign a Memorandum of Understanding (MoU) on comprehensive cooperation, on October 14, in Hanoi.

Director of the PPA Lieutenant General Tran Minh Huong Prof. Dr. and Chairman of MobiFone’s Members’ Council, Major General Truong Son Lam Dr. co-chaired the signing.
Under the MoU, the two sides agreed to collaborate in key areas to leverage their respective strengths with a view to enhancing technological and digital capacity of police cadets in particular and the People’s Public Security Forces in general.
Specifically, the two sides will cooperate in training and human resource development by organizing courses and workshops on digital transformation, cybersecurity, artificial intelligence (AI) and big data for officers, lecturers and cadets of the academy.
MobiFone will also offer internship and working experience for senior PPA cadets at its affiliates, while the academy will provide professional training programs for MobiFone staff.

Additionally, the two parties will jointly organize conferences and symposiums on digital transformation, cybersecurity, AI, big data and cloud computing, as well as conduct research projects on applying advanced technologies in the security and defense sectors. They will also collaborate in publishing scientific research projects in domestic and international journals.
The cooperation also covers the development of the PPA’s Digital Transformation Project for the 2025–2030 period, including the deployment of cloud infrastructure, data centers and a private 5G network.
Furthermore, the two sides will develop a range of digital management and administrative solutions, such as MobiFone Smart Office, MobiFone Meet, Party Member Handbook, AI Camera, MobiFone VR360 and AI Chatbot, along with online training platforms, digital libraries, simulation systems for police officer training and databases for research and student management.
Speaking at the signing ceremony, Lieutenant General Tran Minh Huong expressed his confidence that, with MobiFone’s partnership and support, the academy would have an additional momentum to accelerate digital transformation in education and training.
He emphasized that the cooperation between the PPA and MobiFone aims to build a modern, innovative learning environment where every lecturer and student at the academy can access the latest knowledge and technologies, thereby contributing to the development of high-quality human resources for the Public Security Forces in the future.
For his part, Major General Truong Son Lam stressed that the cooperation between MobiFone and the PPA not only promotes digital transformation in education and scientific research but also reaffirms MobiFone’s pioneering role in supporting the Public Security Forces in applying advanced technologies to ensure national security, social order and sustainable development.
