
Telecommunications and Cipher Department awarded First-Class Fatherland Protection Order
The Ministry of Public Security (MPS) solemnly held a ceremony to celebrate the 80th founding anniversary of the Public Security Cipher Force (September 24, 1945–2025) and the Public Security Telecommunications Force (November 25, 1945–2025), on the morning of November 13 in Hanoi.

At the ceremony, the Telecommunications and Cipher Department was also presented with the First-Class Fatherland Protection Order by the State President.
Member of the Politburo and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the meeting.
The ceremony saw the presence of Deputy Chief of the Government Cipher Committee Major General Ho Van Huong.
Over eight decades, the Public Security Telecommunications and Cipher Forces continuously strengthened, modernized and expanded in terms of organization, personnel, equipment and technology, and now play an indispensable role in protecting national security and safeguarding social order and safety.
Their achievements and contributions have been recognized and highly valued by the Party and the State, and the forces have been rewarded many noble titles.
At the ceremony, under the authority of the State President, Minister Luong Tam Quang presented the Department of Telecommunications and Cipher with the First-Class Fatherland Protection Order.
In his remarks, on behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Minister Luong Tam Quang praised generations of officers and workers of the Telecommunications and Cipher Forces for their exceptional accomplishments over the past 80 years.
To fulfill the forces’ mission in the new revolutionary period, Minister Luong Tam Quang underscored that the forces continuously renew their mindsets and working methods, actively contributing to accelerating the digital transformation process in the Public Security Forces.
The Minister also stressed the importance of developing a modern, synchronized, secure and expandable telecommunications, cipher and digital infrastructure for a specialized use of the Ministry of Public Security, which would also serve as a national-level backup system.
He further urged the forces to intensify research and application of scientific and technological advances, promote innovation, and strengthen international cooperation in the fields of telecommunications and cipher.
The Minister expressed his confidence that the Telecommunications and Cipher Forces will continue to uphold their proud traditions, effortlessly drill in their firm political will, master cutting-edge technologies and excellently accomplish every task entrusted by the Public Security Central Party Committee and the Ministry of Public Security.
