Vietnam, Cuba’s police and security forces strengthen friendship and cooperation

Minister of Public Security General Luong Tam Quang hosted talks with Minister of the Interior of the Republic of Cuba Senior Lieutenant General Lázaro Alberto Álvarez Casas on the afternoon of August 15 in Hanoi.

Speaking at the meeting, Minister Luong Tam Quang emphasized that, in recent years, the friendship and solidarity between the Parties, States and peoples of Vietnam and Cuba have flourished in various fields. He stressed that the two countries have always stood shoulder to shoulder not only during the resistance wars but also throughout the cause of national defense and development.

The host underscored that the special, exemplary relationship between the two Parties and States, cultivated by President Ho Chi Minh and Leader Fidel Castro, remains a priceless asset of the two nations that must be nurtured, developed and passed on to future generations.

Minister Luong Tam Quang noted that functional units of the two ministries have actively implemented agreements reached by the two ministers. The bilateral cooperation has focused on training and capacity building of officers of the Cuban Ministry of the Interior, drafting a document on cybersecurity cooperation, promoting collaboration in biotechnology and healthcare, completing procedures for the inauguration of the Center for Research on Scientific and Medical Products and exploring agricultural cooperation to help the Cuban Ministry of the Interior gradually be self-reliant in food production.

To effectively implement the directions agreed upon between General Secretary To Lam and First Secretary and President of Cuba Miguel Díaz-Canel during the General Secretary’s visit to Cuba in September 2024, the Vietnamese Minister suggested further enhancing delegation exchanges to share working experience and seek opportunities to expand cooperation in areas within the responsibilities of the two ministries.

He also stressed the need to strengthen coordination in combating organized crime, transnational crime, high-tech crime, terrorism, human trafficking, crimes in commerce and tourism, as well as join efforts to address new types of crime and non-traditional security threats.

For his part, Minister Lázaro Alberto Álvarez Casas extended congratulations to Minister Luong Tam Quang and all Vietnamese public security officers and enlistees on the 80th founding anniversary of the People’s Public Security Forces.

The Cuban Minister underscored that Cuba has always treasured Vietnam’s valuable support throughout history, saying that the Vietnam–Cuba relationship has become an exemplary symbol of loyalty, purity and rarity in international relations, and that the relationship has transcended geographical distance and the test of time.

He affirmed that the Cuban Ministry of the Interior will continue to strengthen cooperation with the Vietnamese Ministry of Public Security in all fields, thereby contributing to consolidating the friendship and partnership between the two sides as well as to building Cuba and Vietnam as secure, safe and developed countries.

*Following the talks, Minister Luong Tam Quang and Minister Lázaro Alberto Álvarez Casas witnessed the signing of a cooperation agreement between the Department of Cybersecurity and Hi-tech Crimes of the Vietnamese Ministry of Public Security and a functional unit under the Cuban Ministry of the Interior in the field of cybersecurity.
