The Vietnamese official had talks with Permanent Secretary of the Finnish Ministry of the Interior Matti Sarasmaa on September 23 in Helsinki.

At the meeting, the two head delegates affirmed that, over the past 50 years, the friendly relations and cooperation between Vietnam and Finland had yielded positive results in many fields, including economy, trade, investment, education, technology, sustainable development and defense–security.
Deputy Minister Le Van Tuyen noted that, since the visit of Finnish Minister of the Interior Anne Holmlund to Vietnam in 2010, cooperation between the two ministries has been continuously expanded, producing practical outcomes.

On the basis of the 2010 Memorandum of Understanding on anti-crime cooperation, the two ministries have maintained regular delegation exchanges, shared information through INTERPOL and diplomatic channels, and coordinated closely to ensure the security and safety of diplomatic missions and citizens of both countries.
During the talks, the two sides discussed measures to further strengthen cooperation in cybercrime prevention, counter-narcotics, counter-terrorism, as well as combat of human trafficking, illegal migration and transnational organized crime.

They agreed to step up delegation exchanges at all levels, enhance the sharing of criminal information, expand cooperation in training and capacity-building of officers of both parties, and consider negotiating an Extradition Agreement and an Agreement on the Transfer of Sentenced Persons.
The two sides also pledged to continue coordination to ensure security and safety of citizens of one country residing in the other.
On the same day, the MPS delegation met with the Criminal Policy Department of the Finnish Ministry of Justice to exchange experience in prison management and inmate rehabilitation, and then had a meeting with the Department for Development Policy and Public Investments of the Finnish Ministry of Foreign Affairs to discuss cooperation in modernizing fire capabilities of Vietnam.

Earlier, on September 22, Deputy Minister Le Van Tuyen visited the research and manufacturing facilities of Nokia Corporation and had discussions with the company’s Government Relations executives.
Nokia, a global leader in telecommunications, data security and cybersecurity with more than 30 years of presence in Vietnam.
During the meeting, the two sides agreed to seek cooperation opportunities for security of 5G–6G telecommunications systems for the Vietnamese Public Security Forces, as well as in satellite communications, data protection and the development of advanced technological solutions for public security work.
As part of the working trip, Deputy Minister Le Van Tuyen and the delegation also visited the Embassy of Vietnam in Finland.
