
Vietnam, Russia strengthen cooperation in international information security
The 3rd Vietnam–Russia inter-agency consultation on international information security was held on April 22 in Hanoi.

Deputy Minister of Public Security Senior Lieutenant General Pham The Tung and Aide to the Secretary of the Security Council of the Russian Federation Dmitry Gribkov co-chaired the consultation.
Speaking at the event, Deputy Minister Pham The Tung reaffirmed Vietnam’s strong commitment to combating high-tech crime and ensuring cybersecurity and international information security, noting that General Secretary and President To Lam had signed the decision to ratify the Hanoi Convention on April 7, 2026.
In the field of international information security, the Deputy Minister spoke highly of the effective implementation of the Agreement between the two Governments and the Action Plan on cooperation in ensuring international information security for the 2020–2025 period.
At the consultation, the two heads of delegation emphasized that, in recent years, the two sides have maintained regular exchanges of delegations, information sharing and experience exchange in cybersecurity and information security, while jointly proposing initiatives to enhance the effectiveness of combating high-tech crime.
They also noted the effective maintenance of the existing consultation mechanisms, including the inter-agency consultation on international information security, that provides an important platform for the two sides to seek concrete measures to further strengthen bilateral cooperation.
During the discussion, delegates clarified a wide range of topics, including ways to strengthen international cooperation in information security, the need to enhance coordination at multilateral forums, measures to prevent and control the use of information and communication technologies for terrorist and criminal purposes, and joint efforts to counter the financing of high-tech crime and protect cyberspace.
The two sides also exchanged views on future cooperation in the application of artificial intelligence technologies, as well as enhancing training and capacity building of Vietnamese experts in information technology and information security.
At the consultation, the two sides reached consensus on the draft Action Plan for implementing key cooperation activities on international information security for the 2026–2028 period.
Concluding the event, Deputy Minister Pham The Tung and Mr. Dmitry Gribkov together announced the success of the consultation.
Accordingly, they agreed to continue organizing inter-agency consultations, enhance information exchange, join efforts to analyze and evaluate emerging threats, and coordinate in identifying appropriate responses.
The two sides also committed to strengthening coordination within international frameworks and forums, effectively implementing cooperation plans, promoting expert exchanges and enhancing training and capacity building in cybersecurity and information security.
