First Annual Conference of Ministers of Public Security and Home Affairs of Cambodia - Laos - Vietnam

MPS - 1st Annual Conference of Ministers of Public Security and Home Affairs of Cambodia, Laos and Vietnam issue joint statement.

Co-chaired by Minister of Public Security of Vietnam General To Lam, Deputy Prime Minister and Minister of Public Security of Laos General Vilay Lahamphong, and Deputy Prime Minister and Minister of Home Affairs of Cambodia Sar Sokha, the conference agreed on and passed the Joint Statement, including 8 points.
 
Accordingly, the Ministry of Public Security of Vietnam, the Ministry of Public Security of Laos and the Ministry of Interior of Cambodia agreed to cooperate and coordinate closely to defeat all plots and activities by forces aiming at undermining the good traditional neighborly relationship between the three countries; not let any individual or organization take advantage of the territory of one country to sabotage the other, join efforts to effectively fight criminal activities, especially drug crime, human trafficking, terrorism, crime with the use of high technology, smuggling and trade fraud.

The ministers of the three coutnries will assign the police forces of the provinces with shared borderlines to maintain regular and unscheduled briefings to exchange information, share experiences and jointly resolve issues arising along the shared borderline so as not to affect the good traditional neighborly friendship and comprehensive, strategic cooperation between/among the three countries.
 
Functional agencies and units of the three ministries of the three countries as well as police forces in provinces sharing common borderlines should seek approaches to create favorable conditions for people of the countries to visit relatives, study, do business, travel in each other’s countries.

Functional forces of the three countries should strengthen cooperation in disseminating laws in communities along the shared borderlines to raise local people’s awareness of observing border regulations, the customs and laws of each country in order to curve free migration, illegal marriage and illegal immigration.
 
Functional forces of the three countries should coordinate to maintain security and order along the shared borderlines and the Cambodia-Laos-Vietnam Development Triangle as well as ensure safety for investment projects and socio-economic development, and create favorable conditions for people, vehicles to transit within its territory.

The three parties need to regularly support each other with investment and economic activities in their border areas, coordinate to ensure security and safety for joint investment and economic activities, and regularly exchange information about cases where citizens of one country violating the laws of the other country.
 
The three parties commit to being ready to support and help each other at international and regional forums for the common interests of the three countries and each country's own interests.
 
The three parties agree to alternately organize the Conference of Ministers of Public Security of Vietnam and Laos, and Minister of Interior of Cambodia every year and organize an exchange activity among the public security and interior forces of the three countries within the framework of the conference. The 2nd conference in 2025 will be held in Cambodia, and the pecific time and location will be announced later by the Cambodian Ministry of Interior.

Major results of cooperation between the Ministry of Public Security of Vietnam, the Ministry of Public Security of Laos and the Ministry of Home Affairs of Cambodia recorded below:
 
Over the past years, the cooperation between/among the Ministry of Public Security of Vietnam, the Ministry of Home Affairs of Cambodia and the Ministry of Public Security of Laos has developed in both breadth and depth, bringing practical results, making an important contribution to maintaining national security and order in each country, and effectively serving the international integration and socio-economic development of each country.
 
Every year, senior leaders of the three ministries regularly meet bilaterally, have contacts with each other at international and regional forums, exchange information of mutual concern, give each other support and assistance, and promptly coordinate to effectively resolve requests of each party.
 
In the field of national security, functional forces of the three ministries always maintain close cooperation in exchanging information and sharing work experiences, coordinate in implementing plans to fight and prevent plots and acts of sabotage by reactionary, hostile forces as well as plots to divide the traditional solidarity and friendship between the three countries and peoples.
 
In the field of ensuring social order and safety, police forces and other law enforcement forces of the three countries carry out comprehensive cooperation activities, such as: exchange of information on transnational crime, especially drug trafficking, human trafficking, crime with the use of high technology, and team up to conduct joint investigation of cases involving citizens of their countries, arrest and transfer of runaway criminals.
 
The three ministries effectively cooperate in training, building capacity of each other’s personnel, and organize field trips for officers from one country to the other in an effort to improve the professional qualifications and expertise for their key personnel at all levels. 
  
The annual conference of Ministers of Public Security of Vietnam and Laos, and Ministry of Home Affairs of Cambodia helped expand cooperation between the Ministry of Public Security of Vietnam and Lao and Cambodian counterparts as well as among the three ministries, contributing to safeguarding national security and social order and safety of each country.
