Amnesty work needs to always be closely linked with community reintegration

Member of the Politburo, Standing Deputy Prime Minister and Chairman of the Amnesty Advisory Council Pham Gia Tuc attended and delivered key guiding remarks at the conference.

Present at the conference were also Senior Lieutenant General Le Van Tuyen, Member of the CPV Central Committee, Deputy Minister of Public Security, Standing Member of the Amnesty Advisory Council, and Head of the MPS Steering Committee on Amnesty; and Senior Lieutenant General Nguyen Van Hien, Member of the CPV Central Committee and Deputy Minister of National Defense; among others.

On the occasion of the 51st anniversary of the Liberation of the South and National Reunification (April 30, 1975 – April 30, 2026), and in celebration of the successful 14th National Party Congress, the election of deputies to the 16th National Assembly, and the election of deputies to People’s Councils at all levels for the 2026–2031 tenure, the State President issued the Decision on Amnesty, granting amnesty to nearly 10,000 individuals.

Despite the large volume of files and the very tight timeframe, under the unified, sound and timely direction of Party and State leaders, and through the proactive, close and synchronized coordination of the Vietnam Fatherland Front, Central agencies, ministries, sectors, local authorities and relevant public security units, amnesty work was implemented strictly and on schedule. The process fully ensured democratic principles, objectivity, fairness, openness, transparency, and strict adherence to eligibility criteria in compliance with the State President’s 2026 Amnesty Decision and the guidelines of the Amnesty Advisory Council.

Speaking at the conference on behalf of the Prime Minister and the Amnesty Advisory Council, Standing Deputy Prime Minister Pham Gia Tuc recognized, commended and highly appreciated the dedication and results achieved in the 2026 amnesty work by relevant ministries, sectors and localities.

Emphasizing key tasks for the upcoming period, the Standing Deputy Prime Minister requested all ministries, sectors and local authorities to continue thoroughly grasping and concretizing the Party's guidelines and the State's policies and laws regarding the execution of criminal sentences in general and amnesty work in particular, ensuring a democratic, objective, transparent and compliant execution process.

He emphasized the need to effectively organize communications to widely disseminate the Party’s humanitarian policies on amnesty and clemency, as well as the provisions of the Law on Amnesty and the State President’s Amnesty Decision.

Competent authorities should effectively manage the detention, education and rehabilitation of inmates, fully implementing all statutory policies and regimes under the Law on Execution of Criminal Judgments. This will ensure equal opportunities and motivation for all inmates to actively work, reform, and strive to complete their prison terms, or qualify for sentence reductions and conditional early release.

On behalf of the Standing Board of the Central Public Security Party Committee and the leadership of the Ministry of Public Security, Deputy Minister Le Van Tuyen fully absorbed the directives from the Standing Deputy Prime Minister –  Chairman of the Amnesty Advisory Council.

The Deputy Minister stressed that the MPS will direct all relevant under-ministerial agencies and local police departments to rigorously implement inmate management, education and amnesty work in full compliance with regulations. They are supposed to continue reviewing, proposing, and recommending legal amendments and supplements to align amnesty regulations with practical realities.
