Deputy Minister Pham The Tung attends 5th International Conference on Combating Extremism

Deputy Minister of Public Security Senior Lieutenant General Pham The Tung, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, attended the 5th International Conference on Combating Extremism held in the Russian Federation from September 17 to 19, 2025.

The event was chaired by Russian Deputy Minister of Internal Affairs Igor Nikolaevich Zubov and attended by delegates from 48 countries and territories.

In his keynote speech, Deputy Minister Pham The Tung presented Vietnam’s efforts in countering extremism propaganda, and emphasized the importance of international cooperation in combating terrorism and preventing violent extremism in the context of increasingly rampant hostile and distorted information on online platforms and social networks.He underscored that the conference served as a significant forum to discuss approaches to enhance mutual understanding, trust and close cooperation among nations, contributing to building a peaceful, stable and prosperous world for the happiness of humankind.

At the conference, Deputy Minister Pham The Tung shared Vietnam’s key measures to respond to and prevent false and harmful information, safeguard national information security and promote a healthy information environment.

Accordingly, the Ministry of Public Security of Vietnam has deployed specialized forces to counter fake and false information in cyberspace, strengthened the role of the mainstream press and state-owned media, and equipped citizens with political, legal and historical knowledge so that they can have critical thinking and resilience against misinformation.

He explained that Vietnam closely monitors financial transactions and would investigate suspicious flows to prevent illicit funds and finance for terrorist groups to print propaganda materials, conduct covert training courses for terrorists, and operate extremist channels in cyberspace.

Deputy Minister Pham The Tung affirmed that Vietnam considers international cooperation a cornerstone in preventing and countering extremist propaganda, given its transnational nature and the exploitation of the internet and social networks for their false information dissemination.

He highlighted Vietnam’s active coordination with many countries and international organizations to exchange information, share experiences, enhance cyber governance capabilities and jointly trace financial flows linked to terrorism financing.

The Deputy Minister noted that Vietnam is an active member of international treaties on counter-terrorism under the United Nations, as well as conventions on human rights and the rights of ethnic minorities.

He also revealed that, in October 2025, Vietnam will host the Signing Ceremony of the United Nations Convention on Countering Cybercrime (the Hanoi Convention) – an important international legal framework enabling countries to cooperate in addressing the abuse of the internet for extremist and terrorist propaganda, while promoting information sharing, technical assistance and cross-border criminal tracking, thereby contributing to a safe, secure, peaceful and stable cyberspace.

Deputy Minister Pham The Tung stressed that Vietnam is committed to strengthening cyber management capacity, enhancing counter-misinformation efforts and promoting extensive and effective international cooperation to build a healthy digital communication environment, contributing to safeguarding national security and social order and safety in the context of deepening global integration and development.

On behalf of the Ministry of Public Security of Vietnam, he affirmed that Vietnam will continue to foster cooperation and experience sharing with law enforcement agencies of other countries and international organizations in preventing radicalization and violent extremism, thereby contributing to peace, stability and security at both national and global levels.
