
Party General Secretary and President To Lam: Avoiding building society merely rich in wealth while growing poorer in culture, morality and humanistic values
General Secretary and President To Lam chaired a working session with the Public Security Central Party Committee and relevant agencies on a project to build an orderly, disciplined, safe, healthy, civilized, harmonious and developed society, on the morning of June 3 at the Headquarters of the Party Central Committee in Hanoi.

The project will be submitted to the Politburo for further comments and then refined before being reported to the Party Central Committee. Based on the final draft, the Party Central Committee will finally issue a resolution on building an orderly, disciplined, safe, healthy, civilized, harmonious and developed society in the new era.
The meeting was attended by Member of the Politburo and Permanent Member of the Secretariat Tran Cam Tu, along with other members of the Politburo, members of the Secretariat and the Party Central Committee as well as leaders of central agencies, ministries, sectors and localities.
At the meeting, a representative of the Public Security Central Party Committee presented a summary report on the drafting process and key contents of the project.
Delegates then exchanged views and engaged in in-depth discussions on related issues.
Concluding the meeting, General Secretary and President To Lam stressed that the title of the resolution should be concise and closely aligned with the objectives set forth in the documents of the 14th National Party Congress, as well as the new requirements of national development and governance for building a modern socialist-oriented.
Providing further fundamental guiding viewpoints, the General Secretary and President suggested that the building of a modern society should be the cause of the entire people under the Party’s leadership. He emphasized that Vietnam should proactively absorb achievements of human civilization, advanced science and technology and modern governance practices while firmly safeguarding national independence, self-reliance, cultural identity and socialist orientation during its development process.
He underscored the need to develop harmoniously between material and spiritual aspects, ensuring a balance between economic development and the development of culture and people, enriching the spiritual life, and strengthening social trust and public happiness. Further, the General Secretary and President stressed that society should not become rich in material wealth but impoverished in culture, morality and humanistic values. Rapid development must go hand in hand with maintaining social stability and improving the people's quality of life, without trading off social order, discipline, social justice, the environment, and cultural values for mere economic growth, he added.
According to the General Secretary and President, people should be placed at the center of development, culture must serve as the foundation, and law and discipline must act as pillars.
Building a civilized socialist society, he noted, should begin with fostering a new generation of Vietnamese people who possess ideals, integrity, culture, civic awareness, a strong sense of responsibility and the capacity to adapt to modern society. This requires a close combination of moral governance and the rule of law, as well as the balanced implementation of educational, persuasive and disciplinary measures while upholding respect for the law.
He further stressed that all policies and guidelines must aim to protect people, improve quality of life and ensure that every citizen can live in a safe, healthy and humane environment, with equal opportunities for development and equitable access to the fruits of progress.
Economic development, he emphasized, should be closely linked with social progress and justice, ensuring that no one is left behind.
The General Secretary and President also underscored that building a modern social governance system is a strategic breakthrough, noting that the faster development progresses, the more effective social governance should become.
Therefore, he called for a fundamental reform in governance thinking and methods, shifting from traditional social management toward modern governance and social development facilitation.
He requested a comprehensive review of the system of goals and indicators in a more strategic direction, focusing on objectives that directly reflect social quality, governance effectiveness, levels of safety, public trust, happiness and the overall quality of life of the people.
