Minister Luong Tam Quang delivers remarks at the First International Security Forum

Within the framework of the First International Security Forum, the 14th Meeting of High Representatives Responsible for Security Issues was held in Moskva on the morning of May 28, 2026.

In his speech, Minister Luong Tam Quang emphasized that Vietnam stands ready to serve as a venue for international dialogue, connection and consensus-building to address challenges and threats to international security. 

He reaffirmed Vietnam’s commitment to making active and responsible contributions to the common efforts of the international community through its effective participation in multilateral cooperation mechanisms, United Nations Peacekeeping Operations, humanitarian assistance, search and rescue, disaster relief, as well as through its cooperation in combating terrorism and transnational crime, and promoting initiatives on cybersecurity, water security and sustainable development.

According to Minister Luong Tam Quang, in responding to challenges and threats to international security, Vietnam consistently ensures harmony between immediate and long-term interests, as well as between national objectives and the common interests of humanity. 

He stressed that Vietnam remains steadfast in pursuing its foreign policy of independence, self-reliance, peace, cooperation and development, as well as diversification and multilateralization of external relations and being a friend, a reliable partner and a responsible member of the international community, while actively and responsibly participating in addressing regional and global issues.

To address security challenges in an increasingly multipolar world, Vietnam proposed five key solutions.

These include promoting compliance with international law and the United Nations Charter by all countries; enhancing substantive dialogue; strengthening mutual trust among nations; promoting the establishment of early-warning mechanisms for traditional security risks; and maintaining self-restraint, managing differences and sustaining communication even during periods of tension.

Vietnam also called for the establishment of smart global governance frameworks with a long-term vision and responsible standards for science and technology, particularly emerging technologies such as artificial intelligence. In addition, outer space, cyberspace and the seabed should be developed into domains of peace, friendship, cooperation and development.

Furthermore, Minister Luong Tam Quang stressed the importance of placing people at the center of all security solutions, promoting substantive cooperation in addressing non-traditional security challenges, jointly building early-warning capabilities, sharing data, conducting joint exercises, connecting response forces, training personnel, providing technical assistance and developing coordinated crisis-response procedures. 

These efforts, he noted, should serve as a key pillar for building and strengthening political trust, managing differences and fostering responsible competition among nations.

Vietnam called on the international community to continue joining hands, enhancing solidarity and deepening substantive cooperation to overcome global security challenges for the benefit of all nations and future generations.
