MPS hosts conference on new thinking on security in modern national governance and national defence and development

The conference was co-chaired by Member of the Politburo and Minister of Public Security General Luong Tam Quang; Member of the Politburo and President of the Ho Chi Minh National Academy of Politics Assoc. Prof. Dr. Doan Minh Huan; Member of the Politburo, Member of the Secretariat and Chairman of the Commission for Policy and Strategy of CPVCC Dr. Nguyen Thanh Nghi; Chairman of the Central Council for Theoretical Studies Prof. Dr. Nguyen Xuan Thang.

Delivering the opening remarks, Chairman of the Commission for Policy and Strategy of CPVCC Nguyen Thanh Nghi emphasized that the conference served as an important scientific forum for delegates to further clarify the substance of comprehensive, inclusive and development-enabling security in the new context.

The conference aimed to analyze the dialectical relationships between security and development, traditional and non-traditional security, and national security and human security. It was designed to propose orientations and solutions for perfecting institutions, policies and mechanisms to guarantee security in modern national governance, thereby providing solid scientific arguments for the concrete realization and execution of Resolutions No. 19 and No. 22 of the Party Central Committee.

In his framing address, President of the Ho Chi Minh National Academy of Politics Assoc. Prof. Dr. Doan Minh Huan requested that the conference focus on clarifying five key issues: The conceptual framework of new thinking on national security; institutionalizing the relationship between security and development in modern national governance; viewing human security as the central goal, with the People acting both as the protected beneficiaries and the primary creators of security; defining the substance of strategic autonomy and mechanisms to protect vital resources and development spaces; and innovating institutional frameworks and security risk management methods.

Delivering the concluding remarks, Minister Luong Tam Quang affirmed that, based on analyses of international experiences and the practical realities of security protection across various sectors in Vietnam, the conference papers provided valuable theoretical developments on national security within the country's new development model, modern national governance, and comprehensive, inclusive, development-enabling security. A high degree of consensus was reached on several key points.

Minister Luong Tam Quang urged scholars and managers to continue research and propose a national interdisciplinary research program connecting political science, economics, law, sociology, technology and security to demonstrate the unity among comprehensive, inclusive, and development-enabling security.

Furthermore, the Minister proposed promoting the establishment of an ASEAN-wide cybercrime information-sharing center; formulating protocols for coordinated action and expedited mutual legal assistance among ASEAN police forces; codifying ecological security index assessments as a mandatory criterion for project licensing; incorporating a cyberspace code of conduct and a culture of circular consumption into compulsory school curricula to protect national cultural sovereignty in the digital era.
