MPS, MST sign Coordination Program for the 2026–2030 period

The Ministry of Public Security (MPS) and the Ministry of Science and Technology (MST) jointly held a ceremony to review the implementation of their Coordination Program on Science and Technology for the 2021–2025 period (Program No. 14) and sign a new Coordination Program for the 2026–2030 period on the afternoon of July 21, in Ha Noi.

In recent years, under Program No. 14, coordination between the Ministry of Public Security and the Ministry of Science and Technology has achieved significant results.

Notably, research and application of science and technology, innovation and digital transformation have directly contributed to building the People's Public Security Forces, in accordance with Resolution No. 12-NQ/TW of the Politburo.

Scientific research activities have also enhanced the research capacity, training quality and technological mastery of scientific personnel within the People's Public Security Forces, while gradually developing a contingent of high-quality human resources in strategic technology fields.

Addressing the ceremony, Minister Vu Hai Quan called on agencies and units under the two ministries to continue closely coordinating in advising on and improving institutions and policies relating to science and technology, innovation and digital transformation inside the People's Public Security Forces and at the national level, thereby contributing to the effective implementation of Resolution No. 57 of the Politburo.

He also stressed the need to make a strong shift from administrative management to digital governance, as well as to strengthen coordination between the standing unit of the Ministry of Public Security's Steering Committee for the Implementation of Resolution No. 57 and the standing body of the Ministry of Science and Technology's Working Group on Science and Technology, Innovation and Digital Transformation.

Minister Vu Hai Quan further requested the two ministries to direct their subordinate agencies and units to strengthen coordination in ensuring security and safety in national science and technology, innovation and digital transformation.

The two ministries should also jointly review, propose and advise on the development of and investment in, key research centers, laboratories and high-performance computing centers serving the country's strategic and cutting-edge technologies in general and the People's Public Security Forces in particular.

On behalf of the Public Security Central Party Committee and the Ministry of Public Security, Minister Luong Tam Quang recognized, highly appreciated and commended the achievements attained by the two sides under the Coordination Program during the 2021–2025 period.

Minister Luong Tam Quang emphasized that, in the current context, cooperation between the Ministry of Public Security and the Ministry of Science and Technology should be elevated to a new level.

He stressed that the two ministries should effectively coordinate in implementing science and technology activities to enhance national security capacity and strengthen strategic autonomy in safeguarding national security and maintaining social order and safety.

At the same time, they should ensure the effective implementation of the Party's strategic policy on breakthroughs in the development of science and technology, innovation and national digital transformation, while proactively preventing and neutralizing related risks and challenges.

To further elevate coordination between the two ministries to meet the requirements and tasks in the new situation, Minister Luong Tam Quang expressed his hope that the Ministry of Science and Technology would continue to provide close attention, timely coordination and effective support, with a particular emphasis on implementing the agreed directions for cooperation during the 2026–2030 period.
