
MPS strengthens foreigner management work at all levels
The Ministry of Public Security (MPS) held a meeting on foreigner management work on the afternoon of May 15 in Ho Chi Minh City.

As Vietnam continues implementing the policy of creating more favorable conditions for foreigners to immigrate as well as of promoting tourism, trade promotion and investment attraction, contributing to enhancing the country’s image and standing, the number of foreigners entering Vietnam has increased year after year.
In 2025, Vietnam received more than 22.8 million foreign visitors, a rise of approximately 18% from 2024, the highest-ever number of foreign arrivals. Since January 1, 2026, more than 9 million foreign arrivals have been recorded, up by 22.5% compared to the same period last year.
Alongside the positive contribution of foreign visitors to the national economy, a number of foreigners also take advantage of Vietnam’s easy visa policy to enter the country and engage in illegal activities, causing complicated social and security situations.
Against this backdrop, the Public Security Central Party Committee and the MPS leadership has directed relevant public security units and agencies to proactively evaluate the situation, provide timely advice to the Ministry’s leadership and effectively implement policies, measures and working plans relating to the management of foreigners in Vietnam.
At the meeting, delegates exchanged and discussed various issues related to foreigner management work, reviewed achieved results, identified difficulties and obstacles, and proposed approaches to improve the effectiveness of foreigner management in the new situation.
Concluding the meeting, Deputy Minister Pham The Tung acknowledged and commended the Public Security Forces for their achievements in foreigner management work over recent years, while requesting them to continue improving operational effectiveness, accelerating digital transformation and strengthening coordination among forces in order to better serve socio-economic development and ensure security and social order.
The Deputy Minister emphasized the need to continue enhancing the effectiveness of foreigner management work consistently from the ministerial level to the grassroots level, focusing on strengthening the role of Communal Police Stations in line with the policy of promoting decentralization of authority as well as practical requirements.
