Vietnam, Belarus move to deepen substantive security cooperation

During the trip, the delegation attended the Second Consultation of the Joint Working Group between Vietnam’s Ministry of Public Security (MPS) and the State Secretariat of the Security Council of Belarus, alongside conducting an official working visit.

On September 4, Deputy Minister Pham The Tung and Deputy State Secretary of the Security Council of Belarus Alesandr Rakhmanov co-chaired the Second Consultation.

During the session, the two sides exchanged views on regional and international security developments, shared operational experience in safeguarding national security, combated cyberattacks, and discussed emergency response protocols. They also reviewed the current legal framework governing bilateral security cooperation, emphasizing the need for continuous refinement in light of current international dynamics.

Concluding the consultation, the two delegations highlighted the progress achieved between the Vietnamese MPS and the State Secretariat of the Security Council of Belarus, agreeing to formulate a bilateral cooperation plan featuring several potential priority sectors for the coming period.

On the same day, Deputy Minister Pham The Tung paid a courtesy call on Aleksand Volfovich, State Secretary of the Security Council of Belarus, conveying warm greetings from Member of the Politburo and Minister of Public Security General Luong Tam Quang.

Applauding the outcomes of the consultation, Mr. Volfovich affirmed that security cooperation between the Vietnamese MPS and the Security Council of Belarus has become a benchmark and a vital pillar of the Vietnam–Belarus Strategic Partnership.

On September 5, Deputy Minister Pham The Tung and his entourage held a working session with Deputy Chairman of the State Security Committee of Belarus Alesandr Terekhov.

The two leaders underscored the urgent need to strengthen security ties amid evolving global and regional challenges. They noted that while rapid developments in science and technology drive economic growth, such developments also introduce novel threats to national security.

To concretize their shared commitments, Deputy Minister Pham The Tung and Mr. Alesandr Terekhov signed a Cooperation Enhancement Plan between the Vietnamese MPS and the State Security Committee of Belarus for the 2026–2027 period.

During his visit to the Vietnamese Embassy in Belarus on the same day, Deputy Minister Pham The Tung heard a briefing from Ambassador Nguyen Van Trung. Reaffirming the foreign policy directives of the Party and State, General Tung instructed embassy personnel to enhance research and strategic advisory work, foster bilateral understanding, and coordinate closely with domestic ministries, local authorities, and businesses to execute high-level agreements.

He also highlighted the importance of robust consular protection to safeguard the legitimate rights and interests of Vietnamese citizens residing, studying, and working in Belarus.
