Promoting cooperation in combating organized fraud and terrorism

Co-chairing UNODC Session on Organized Fraud: At the United Nations Headquarters, Minister Luong Tam Quang co-chaired a session on combating organized fraud with the United Nations Office on Drugs and Crime (UNODC), contributing to international efforts in addressing transnational cybercrime challenges.

Minister Luong Tam Quang emphasized that Viet Nam considers contributing to regional and global peace and stability a responsibility. Viet Nam has proactively and actively engaged in building and strengthening the international legal framework on crime prevention and control, anchored in the central role of the United Nations, the UN Charter, and the fundamental principles of international law. He affirmed that Viet Nam stands ready to serve as an active member, a reliable partner, and a bridge to foster global cooperation toward a safer, fairer world where no one is left behind.

On this occasion, Minister Luong Tam Quang signed a Letter of Intent on the Establishment of the Asia-Pacific Regional Center for Cybercrime Prevention and Control in Viet Nam.

Meeting with UN Counter-Terrorism Leadership: Working with Acting United Nations Under-Secretary-General for Counter-Terrorism Alexandre Zouev, both sides agreed to strengthen information sharing and enhance law enforcement capacity to effectively counter terrorism.

Bilateral Engagement with U.S. Officials: Minister Luong Tam Quang held a working session with U.S. Assistant Secretary of State Cartwright Weiland. The two sides affirmed their resolve to advance negotiations on an Agreement on Mutual Legal Assistance in Criminal Matters, step up cooperation in apprehending wanted fugitives, and exchange information on issues of mutual concern. Earlier, the Minister received leaders of the U.S. Educational Testing Service (ETS).

Work with Leading U.S. Corporations: Receiving executives from major U.S. corporations—including Amazon, American Kestrel, and Excelerate Energy—Minister Luong Tam Quang stressed that the Ministry of Public Security consistently maintains political stability, protects economic security, and creates a safe, transparent, and rule-of-law-based business environment. He encouraged the corporations to continue research, promote investment, and transfer technology to advance clean energy infrastructure in Viet Nam.
