
MPS tightens cooperation with Russian Ministry of Emergency Situations
Minister of Public Security General Luong Tam Quang hosted talks with Minister of Emergency Situations of Russia Aleksandr Kurenkov, on the morning of March 5 in Hanoi.

At the meeting, Minister Luong Tam Quang noted that, since the official visit to Russia by Party General Secretary To Lam to attend the 80th anniversary of Victory in the Great Patriotic War in May 2025, cooperation between the two countries has continued to develop strongly in various fields, including politics–diplomacy, security–defense, science and technology, economy, education and training, transportation, culture and people-to-people exchange.
Regarding specialized cooperation between the two ministries, Minister Luong Tam Quang emphasized that, based on the high level of political trust between the two countries, the Ministry of Public Security of Vietnam and the Russian Ministry of Emergency Situations have maintained close cooperation and achieved positive results in multiple areas.
Accordingly, the two sides regularly exchanged delegations to share practical experience in early warning and prevention of emergency situations, and actively joined each other’s exhibitions and scientific conferences on fire prevention and firefighting, search and rescue and disaster prevention.
Amid increasingly severe global climate change and natural disasters such as earthquakes, storms, floods, droughts, forest fires, tsunamis, rising sea levels and saltwater intrusion, the two ministers agreed to strengthen exchanges of delegations at all levels in order to expand cooperation, improve effectiveness and promote experience sharing in early warning and emergency response.
Minister Luong Tam Quang proposed that the Russian Ministry of Emergency Situations provide documents and share experience, technology and operational methods of Russia’s early warning command centers with the Vietnamese Ministry of Public Security so that the Vietnamese side can learn lessons and apply them to the operation of the information and command center for Vietnam’s fire alarming system, which was inaugurated in January 2026.
He also called on the Russian side to support the Vietnamese side in fire and rescue training, technology transfer and production of technical equipment serving fire prevention, firefighting and search and rescue.
For his part, Minister Aleksandr Kurenkov congratulated Vietnam on the successful organization of the 14th National Congress of the Communist Party of Vietnam, describing its resolution with its long-term vision and ambitious goals as an important opening of a new development stage for the country after 40 years of its renovation.
The guest affirmed that cooperation between the Russian Ministry of Emergency Situations and Russian law enforcement agencies with the Ministry of Public Security of Vietnam remains an important pillar in the Vietnam–Russia Comprehensive Strategic Partnership.
Minister Aleksandr Kurenkov expressed confidence that, with strong political commitment and support from senior leaders of the two countries as well as close coordination between the ministries, the two countries will continue to expand cooperation in the areas of the two sides’ potential and needs, particularly in responding to emergency situations.
