Phu Tho Provincial Police Department brings into full play the two-tier local public security model

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Nguyen Ngoc Lam, Head of Inspection Team No. 5 of the Ministry of Public Security (MPS), chaired a meeting to inspect and evaluate the performance of the Phu Tho Provincial Police Department during the first six months of 2026 and one year of operating under the two-tier local public security model on June 11, in Phu Tho province.

According to reports presented at the meeting, the Phu Tho Provincial Police Department proactively grasped the local situation and effectively advised the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee on issues related to national security and social order and safety.

As a result, local authorities issued numerous directives, resolutions, plans and documents to effectively implement the Party’s guidelines and the State’s policies and laws on safeguarding national security and maintaining social order and safety.

During the first six months of 2026, the provincial police force ensured absolute security and safety for key targets as well as major political, economic, cultural and social events held in the locality.

Notably, the force successfully ensured absolute security and safety for the 2026 Hung Kings’ Temple Festival and Commemoration of the Hung Kings, which was the largest edition of the event since the administrative consolidation of the province.

The Phu Tho Provincial Police Department also proactively advised the Provincial People's Committee to organize a conference on ensuring security and order in land clearance activities serving socio-economic development and the province’s double-digit growth target. The initiative received high praise from the leadership of the Ministry of Public Security for its proactive and innovative approach.

In the fight against crime, the provincial police force synchronously deployed professional measures and successfully investigated and dismantled numerous criminal groups and major cases.

Accordingly, the force investigated and clarified 702 criminal cases involving social order offenses, achieving a clearance rate of 95.25 percent and arresting more than 1,400 suspects. The investigation and clearance rate for very serious and especially serious crimes reached 98.05 percent.

The provincial police also prosecuted 83 cases involving 148 suspects for economic, corruption and environmental crimes, while detecting and handling 398 drug-related cases involving 758 offenders.

Notably, after one year of operating under the two-tier local public security model, the Phu Tho Provincial Police Department has successfully stabilized its organizational structure, ensuring smooth and effective operations.

The role of communal-level police forces has been increasingly promoted in situation monitoring, territorial management and handling security and order issues directly at the grassroots level, thereby contributing to maintaining local stability and strengthening the all-people national security posture.

Addressing the meeting, Deputy Minister Nguyen Ngoc Lam acknowledged and highly appreciated the achievements attained by the Phu Tho Provincial Police Department during the first half of 2026, particularly in safeguarding national security, maintaining social order and safety and combating crime.

The Deputy Minister emphasized that the provincial police force had successfully prevented the emergence of security and order “hotspots” and avoided any passive or unexpected situations, thereby contributing positively to local socio-economic development.

Regarding key tasks in the coming period, Deputy Minister Nguyen Ngoc Lam requested the Phu Tho Provincial Police Department to continue renewing leadership methods and focus on effectively implementing tasks related to the province’s double-digit growth target, the Politburo’s Resolution No. 57, digital transformation and the Government’s Project 06.

He also stressed the need to promote the application of science, technology and innovation in public security work and actively contribute to the realization of local socio-economic development goals.

In terms of Party building and force building, the Deputy Minister requested the provincial police force to continue building a truly clean, strong, regular, elite and modern police force while strictly maintaining discipline and order.
