Promoting security and crime prevention cooperation between Viet Nam and China

Speaking at the talks, Deputy Minister Nguyen Ngoc Lam welcomed the delegation of the Ministry of Public Security of China to Viet Nam to attend the Art Exchange Program between the two ministries, emphasizing that the program was a concrete, practical activity to implement the Memorandum of Understanding on cultural and artistic cooperation between the Ministry of Public Security of Viet Nam and the Ministry of Public Security of China.

Deputy Minister Nguyen Ngoc Lam noted that Viet Nam and China share a 1,450-kilometer border connecting the seven Vietnamese provinces of Dien Bien, Lai Chau, Lao Cai, Tuyen Quang, Cao Bang, Lang Son and Quang Ninh with Yunnan Province and the Guangxi Zhuang Autonomous Region of China. Alongside vibrant cross-border trade, criminal activities along the land and maritime borders between the two countries remain complex, requiring close and timely cooperation between competent authorities of both sides.

At the talks, the two Deputy Ministers reviewed cooperative results achieved between the two ministries in preventing and combating various types of crime, particularly smuggling, drug crimes, online fraud, human trafficking and illegal gambling.

Assistant Minister Lyu Wuqin agreed with Deputy Minister Nguyen Ngoc Lam’s assessment of the crime situation and expressed gratitude to the Ministry of Public Security of Viet Nam for its close coordination with the Chinese Ministry of Public Security in apprehending economic and criminal fugitives hiding in Viet Nam, as well as in combating gambling and drug-related offenses.

Based on the common perceptions reached by the two Ministers at the 9th Ministerial Conference on Crime Prevention and Control, the two officials agreed that the two ministries will continue to step up delegation exchanges; effectively implement cooperation mechanisms in preventing and combating transnational crime; study the establishment of a hotline mechanism to promptly detect, combat, and handle criminal activities; assist in apprehending wanted fugitives; promote cooperative research, information sharing, science and technology development, and the production of specialized and dual-use equipment; and foster cooperation in human resource training, law enforcement capacity building, and non-refundable aid.
