Public Security Forces pioneer in creating secure environment for development

The Public Security Central Party Committee and the Ministry of Public Security (MPS) held a conference, on July 2, to review the Public Security Forces’ implementation of tasks in the first six months of 2026, and evaluate the one-year implementation of the two-tier local police model linked to new administrative boundaries.

Member of the Politburo and Prime Minister Le Minh Hung attended and delivered a directive speech at the conference, which was chaired by Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang.

Delivering his directive speech on behalf of the Party and State leadership, Prime Minister Le Minh Hung acknowledged, congratulated and highly commended the Public Security Forces for their outstanding achievements and important contributions during the first half of 2026.

The Prime Minister provided an overview of the regional and international situation as well as domestic developments, noting that the country continued to face numerous difficulties and challenges. Against this backdrop, he emphasized that the Public Security Forces had continued to firmly safeguard national security, maintain social order and safety, and make important contributions to protecting the country's independence, sovereignty and national interests, safeguarding the Party, the State and the people, creating a peaceful, stable and favorable environment for national development, building a disciplined, civilized and modern society, and ensuring a peaceful, safe and healthy life for the people.

According to the Prime Minister, the Public Security Forces achieved five outstanding results during the first six months of 2026.

Firstly, the Public Security Forces continued to take an exemplary lead in implementing the Party's strategic guidelines and the resolutions of the Party Central Committee, the Politburo and the Secretariat.

The Forces proactively grasped and concretized new strategic thinking on national security and proactive security, closely integrating security with development and national defense, while promptly institutionalizing the Party's guidelines and taking the lead in drafting and finalizing key legal documents on national security and crime prevention and control.

Secondly, the Public Security Forces further strengthened their strategic advisory role, making important contributions to assisting the Party Central Committee and the Government in formulating major policies.

"This clearly demonstrates the vision, capacity, political courage and proactive spirit of the Public Security Forces," the Prime Minister stressed.

During the first half of 2026, the Ministry of Public Security submitted more than 1,200 high-quality advisory reports. These reports not only focused on safeguarding national security but also proposed numerous solutions in various fields, particularly recommendations supporting the Government's macroeconomic management, maintaining macroeconomic stability and mobilizing resources for national development.

The Prime Minister also noted that the Politburo highly appreciated the Ministry's advisory role in developing the National Security Strategy and the draft Resolution of the Party Central Committee on building a disciplined, safe, civilized, harmonious and developed society.

Thirdly, the Public Security Forces continued to modernize state management of security and order in a more effective, efficient and people-centered manner while fully performing their pioneering role in promoting science and technology, innovation and digital transformation.

Reviewing one year of implementing the two-tier local public security organizational model in conjunction with the reorganization of administrative units, the Prime Minister emphasized that communal-level police had not only played a vital role in maintaining security and stability at the grassroots level but had also actively supported local administrations, particularly in digital transformation and the application of science and technology to grassroots governance.

The Prime Minister further noted that, as the standing agency of the Government Steering Committee for the implementation of Resolution No. 57, the Ministry of Public Security has played a leading role in promoting digital transformation nationwide, contributing to the smooth operation of the National Public Service Portal and ensuring uninterrupted delivery of administrative procedures. These efforts have significantly reduced compliance costs and saved time for both citizens and businesses.

Fourthly, the Public Security Forces continued to synchronously, comprehensively and resolutely combat crime and legal violations.

The Forces proactively identified emerging criminal methods and schemes, protected the integrity of the market, social ethics and public health, and further strengthened public confidence in the Party, the State and the law.

The Public Security Forces also effectively detected and thwarted sabotage activities by hostile forces, promptly identified loopholes and shortcomings in mechanisms and policies, and proposed comprehensive and strategic solutions to improve the institutional and legal framework, strengthen the national economic security posture, prevent risks of instability and crisis under adverse conditions, and improve asset recovery in economic and corruption cases.

"The Politburo and the Government highly appreciate the Ministry of Public Security's advisory role on issues relating to tax policies, foreign investment attraction, public health protection, food safety, environmental protection, state secret protection and cybersecurity," Prime Minister Le Minh Hung emphasized.

Fifthly, according to the Prime Minister, the Public Security Forces have continued to make remarkable progress in force building, with significant improvements in organizational structure, leadership thinking, discipline, operational capacity and the quality of personnel.

The Public Security Forces are becoming increasingly politically steadfast, courageous, dedicated, professional, closely connected to the grassroots, legally knowledgeable, technologically proficient and capable of effectively addressing increasingly complex, interdisciplinary and transnational challenges.

Following his assessment of the Public Security Forces' achievements, Prime Minister Le Minh Hung expressed his deep sympathy and profound gratitude to the families of public security martyrs, wounded and sick officers and soldiers who had bravely fought and sacrificed for the peace and happiness of the people.

He noted that during the first six months of 2026, two public security officers had heroically sacrificed their lives and 41 others had been injured while performing their duties. The Prime Minister requested the Ministry of Public Security and public security units and agencies at all levels to effectively implement policies for people with meritorious service to the nation, while paying greater attention to caring for the families of officers and soldiers who had sacrificed or devoted themselves in the line of duty.

The Prime Minister also called on the Public Security Forces to continue maximizing their core role in collecting, analyzing, building and managing the DNA database of martyrs' relatives, contributing to the effective implementation of the "500-Day Campaign to Accelerate the Search, Recovery and Identification of Fallen Soldiers' Remains," which has entered a decisive stage under the direct direction of the Politburo.

Regarding key tasks in the coming period, Prime Minister Le Minh Hung requested the Public Security Forces to focus on seven major task groups.

Firstly, the Public Security Forces should continue taking the lead in concretizing and effectively implementing the Party's strategic guidelines and the State's policies and laws, while pioneering efforts to create new drivers for development through concrete, measurable outcomes. The Forces should proactively review and propose amendments to remove shortcomings and bottlenecks in mechanisms, policies and laws, thereby unlocking resources to achieve the country's double-digit economic growth targets.

The Prime Minister requested the Ministry of Public Security to focus on advising on the implementation of the resolutions adopted at the third plenum of the 14th Party Central Committee and the conclusions of the Politburo, while ensuring the quality and progress of eight draft laws and resolutions scheduled for submission to the National Assembly, particularly the amended Penal Code, the amended Law on Organization of Criminal Investigation Agencies and the amended Law on Handling of Administrative Violations.

He also called on the Ministry to closely coordinate with ministries, sectors and relevant agencies in improving institutions in line with the Party's policy of closely integrating security and order with socio-economic development, while continuing to ensure security and order to expand the country's development space.

Secondly, the Public Security Forces should further enhance strategic forecasting capacity by building an integrated forecasting system covering diplomacy, national defense, security, economy, finance, science and technology, society and cyberspace.

The Prime Minister stressed that the Forces must proactively grasp developments from an early stage, from afar and at the grassroots level, accurately identify emerging trends and strategic changes, promptly assess potential risks and advise on appropriate principles, solutions and response measures to prevent security challenges before they arise.

Thirdly, the Public Security Forces should focus on strengthening the national economic security posture and building a solid national cybersecurity shield.

The Prime Minister requested the Forces to further promote the role of forces participating in safeguarding security and order at the grassroots level, consolidate and expand drug-free communes and wards, and continue striving to reduce crimes against social order by an additional 10 percent.

Fourthly, the Prime Minister requested the Public Security Forces to further improve the quality and effectiveness of receiving and handling reports and denunciations of crimes, while intensifying efforts to combat all types of crime, particularly offenses involving market manipulation, policy abuse for personal gain, banking and financial fraud, intellectual property violations and online fraud.

The Forces were also urged to focus on crimes that undermine the investment and business environment or weaken the internal strength of the economy, while accelerating the investigation, prosecution and adjudication of corruption, wastefulness and other negative cases, with particular attention to maximizing the recovery of misappropriated assets.

Fifthly, the Prime Minister stressed that science and technology, innovation, digital transformation and the security industry should be regarded as strategic tools for enhancing national security protection capabilities.

As the standing agency of the Government’s Steering Committee for the implementation of Resolution No. 57, the Ministry of Public Security was requested to continue maximizing its core role in advising, urging, inspecting and guiding ministries, sectors and localities in implementing the Resolution, with priority given to accelerating the development and interconnection of databases to ensure the smooth operation of the National Public Service Portal and administrative procedures regardless of administrative boundaries.

He emphasized that this is a central and strategic task requiring urgent implementation in accordance with the roadmap for developing core, strategic and dual-use technologies serving national security.

Sixthly, the Prime Minister requested the Ministry of Public Security to continue promoting external public security relations with a proactive and pioneering mindset, thereby contributing to strengthening strategic trust with international partners.

The Ministry was also urged to actively participate in regional and international cooperation mechanisms to help shape international security standards, create a peaceful and stable environment for national development, and further promote the role and position of the Vietnamese Public Security Forces in United Nations peacekeeping operations and international cooperation in combating transnational crime, money laundering, asset recovery, cybersecurity and the protection of digital sovereignty.

Seventhly, the Prime Minister requested the Ministry of Public Security to continue building a truly clean, strong, regular, elite and modern Public Security Force capable of meeting task requirements in the new situation.

He directed the Ministry to promptly establish a comprehensive framework for evaluating the performance of every public security officer, ensuring that assessment criteria are substantive, objective and practical, particularly for heads of public security units and agencies at all levels.

The Prime Minister also stressed the importance of developing high-quality human resources, especially personnel specializing in science and technology, data, cybersecurity and financial investigation, in order to meet the increasingly demanding requirements of safeguarding national security and ensuring social order and safety in the digital era.
