Vietnamese Ministry of Public Security strengthens cooperation with Chinese Ministry of Justice

President of the National Assembly Tran Thanh Man was leading a high-ranking Vietnamese delegation to visit China to co-chair the second session of the Cooperation Committee between Viet Nam’s National Assembly and China’s National People’s Congress from October 11 to 15, 2026.

At the talks, Deputy Minister Le Van Tuyen affirmed that, under the strategic guidance of the “six major goals” set by General Secretary and State President To Lam and General Secretary and President Xi Jinping, the Viet Nam–China Comprehensive Strategic Cooperative Partnership and Community with a Shared Future is of strategic significance in the new era and continues to be strengthened and developed across all fields in an increasingly substantive and effective manner.

On that basis, cooperation between the Vietnamese Ministry of Public Security and the Chinese Ministry of Justice plays an important role in bilateral relations.

Building on this foundation, the two ministries have effectively maintained cooperation mechanisms, regularly exchanged delegations and shared crime-related information.

The bilateral cooperation has also included the development and dissemination of legislation on security and order, the transfer of sentenced persons, and the management of prisons and correctional institutions.

Regarding future cooperation, Deputy Minister Le Van Tuyen proposed that the two sides further strengthen exchanges of information and experience concerning the development, management and digitalization of China’s judicial sector, particularly in judicial administration and the management of prisons and prisoners.

The Vietnamese Ministry of Public Security and the Chinese Ministry of Justice agreed to further enhance the effectiveness of the coordination mechanism between the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management under the Vietnamese Ministry of Public Security and the Prison Administration Bureau under the Chinese Ministry of Justice, with a view to effectively implementing the Memorandum of Understanding signed between the two Ministries in April 2024.
