Security forces of Vietnam, Laos promote cooperation in preventing and fighting crimes

MPS - General To Lam, Member of the Poliburo and Minister of Public Security (MPS) of Vietnam, in Hanoi on February 20, received a high-ranking delegation of the Ministry of Security of the Lao People's Democratic Republic (Lao PDR) led by Senior Lieutenant General Vilay Lakhamphong, Secretariat of the Central Committee of the Lao People's Revolutionary Party and Security Minister.

Speaking at the meeting, Minister To Lam said, the Vietnamese people in general and the Vietnam People's Public Security Forces in particular are delighted at the comprehensive development of Laos under the leadership of the Lao People’s Revolutionary Party headed by General Secretary and President Vorachith Bounnhang.

Minister To Lam affirmed that the MPS of Vietnam and the Ministry of Security of Laos had actively and regularly coordinated in exchange of views on international and regional issues related to national security and social safety and order of each country, as well as exchange of information about transnational crime, organized crime, hi-tech crime, human trafficking and drug-related crime, which involved citizens of the two countries.

Overview of the talks.


The police forces of border localities of the two countries rotationally hosted regular briefings and information exchange on security and order; proactively prevented and fought sabotage plots and activities of hostile forces; coordinated in controlling crimes; jointly built a peaceful and friendly borderline, contributing to strengthening the traditional friendship, special solidarity and comprehensive cooperation between the peoples and police forces of the two countries.

Regarding the cooperation plan for 2019, Minister To Lam suggested that the two Ministries continue to maintain exchange of delegations at all levels to discuss mutual concern. The two sides should enhance cooperation and exchange information in a timely and precise manner to facilitate investigation, prevention and fight against criminal activities, and identification of wanted criminals as the host urged the two sides to promote discussion to sign the Treaty on the Transfer of Sentenced Persons and Treaty on Extradition.

Minister Vilay Lakhamphong thanked Minister To Lam for his warm reception, and emphasized that the close-knit relations and cooperation between the MPS of Vietnam and the Ministry of Security of Laos had contributed to deepening and strengthening the traditional friendship, special solidarity and comprehensive cooperation between the two Parties, Governments, peoples and security forces. Minister Vilay Lakhamphong highly appreciated the outcomes of the implementation of the 2018 cooperation plan between the two ministries in all cooperation areas. He also suggested that the two Ministries would further expand bilateral cooperation and actively support each other.

At the end of the meeting, Minister To Lam and Minister Vilay Lakhamphong signed a cooperation plan for 2019 between the two ministries.

* After the talks, Mr. To Lam and Mr. Vilay Lakhamphong co-chaired a ceremony handing over Orders from the Lao State and Certificates of Merit from the Minister of Security of Laos to the units and individuals of the MPS of Vietnam.

Speaking at the Ceremony, Deputy Minister Nguyen Van Son sincerely thanked the leaders of the Lao Party and Government, as well as the President, the Prime Minister, the Ministry of Public Security of Laos for acknowledging and appreciating the contributions of the awarded Vietnamese public security units and individuals to the cooperation and friendship between two countries, two peoples, and two ministries.

Deputy Minister Nguyen Van Son affirmed that the units and individuals who were presented with noble awards will make their best efforts to successfully complete the assigned tasks, contributing to implementing effectively the cooperation programs between the two ministries and the two governments as well as join their hands with Lao friends, especially the Lao Ministry of Security, to further cement the Vietnam - Lao special solidarity for future generations.
