The Vietnamese delegation was led by Lieutenant General Nguyen Ngoc Anh, Director of the Department of Legal Affairs and Administrative, Judicial Reforms under the MPS while the Italian delegation was led by Mr. Stefano Opilio, Head of the International Cooperation Office under the Ministry of Justice of Italy.
As of January 2018, there were nearly 5,000 Vietnamese settlers in many different regions of Italy. According to statistics, a number of Vietnamese people recently used fake passports to enter Italy, possibly related to criminal networks that illegally transport people to European countries. Meanwhile, there still remain obstacles to criminal extradition and transfer of sentenced people between the two countries the two sides have not yet to revise regulations on these matters. To overcome the difficulties, the two countries should create a bilateral legal foundation for the criminal extradition and transfer of sentenced persons, contributing to effectively preventing and fighting crimes and ensuring the observance of the laws and security and order in each country.
The negotiation and signing of the two agreements are in line with the Vietnamese Party and State's guidelines on strengthening international cooperation in the field of laws and justice, contributing to promoting the implementation of commitments of Vietnam to multilateral international treaties that both Vietnam and Italy are members such as the Convention Against Transnational Organized Crime, the Convention Against Corruption, the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
During negotiations, the two sides briefed each other on their legal systems and law practices in each country. This information would serve as a basis for the two sides to discuss out each clause of the two agreements effectively. After this round of negotiations, the two sides will report the results and give recommendations on the signing of the two deals to the two governments.
The signing of the two agreements will help the two countries to improve the efficiency of crime prevention and fight, provide conditions for offenders to reintegrate into the society in the future as well as to facilitate both sides’ protection of their citizens. The signing of the two agreements will also help strengthen the Vietnam-Italy strategic partnership relationship, especially in the context that the two countries have just celebrated 45 years of diplomatic relations.
Earlier, the Vietnamese delegation received the Italian delegation. At the meeting, the two parties agreed on the draft contents of the two agreements and negotiation processes.
