These indexes show the people’s ratings of the administrative services provided by relevant public security agencies and units.
The meeting also aimed to draw out the working plan to apply the Quality Management System in accordance with the National Standard TCVN ISO 9001: 2015 in the People's Public Security Forces.
Lieutenant General Nguyen Van Son, Deputy Minister of Public Security, chaired the conference. The event also saw the presence of Mr. Pham Cong Tac, Deputy Minister of Science and Technology.
2019 is the first year, the MPS has applied a new PAR Index to rate the administrative reforms in its subordinate agencies and units. This year, 110 public security agencies and units, a sharp rise compared to 83 ones last year, have been rated. The results showed that the PAR index of the public security agencies and units at all levels reached 82.9 percent on average.
At the conference, the MPS also announced the results of the rating of citizens’ satisfaction of the administrative services provided by public security agencies and units (6 ministerial-level units and 63 provincial-level police departments).
To ensure the exact result, the Ministry of Public Security conducted the rating public security agencies and units at all 4 levels, from central level to communal. Nearly 20,000 people and organizations participated in the rating. The SIPAS of public security agencies and units providing administrative procedures was 86.69% on average.
Particularly, the Department of Traffic Police, the Nghe An Provincial Police Department and the Phu Tho Provincial Police Department got the maximum point.
Within the framework of the conference, the delegates were briefed on the need for the building and application of the Quality Management System according to the National Standard TCVN 9001:2008 in the People's Public Security Forces. They also set objectives and key tasks for public security units at all levels to apply the Quality Management System to their operations.
To conclude the conference, on behalf of the Public Security Central Party Committee and the MPS, Deputy Minister Nguyen Van Son recognized and praised the results achieved by public security agencies and units at all levels in gearing up administrative reforms and giving administrative services to citizens in 2019. The Deputy Minister asked the public security agencies and units to step up their administrative reforms and improve the quality of their public administrative services, especially in the fields of the people’s concern.
On this occasion, the Ministry of Science and Technology awarded Certificates of Merit to units and individuals in the Public Security Forces for their outstanding achievements in building and applying the Quality Management System according to the National Standard TCVN 9001:2008.
