Deputy Minister Le Van Tuyen inspects 2026 amnesty work in Ninh Binh province

A delegation of the Ministry of Public Security led by Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council for Amnesty and Head of the MPS Steering Committee for Amnesty, inspected the 2026 amnesty work of police units in Ninh Binh province, on May 6.

Over the past time, the Ninh Binh Provincial Police Department has seriously implemented the instructions of the higher-level authority on custody and temporary detention management, criminal judgment execution and community reintegration work, contributing to maintaining security and order throughout the province.

Regarding the security situation in the Nam Ha Prison and Ninh Khanh Prison, the in-charge police units regularly disseminated and seriously implemented legal regulations as well as directives of the MPS leadership and the leadership of the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management concerning prison security and safety, while effectively carrying out political and legal education, civic education and policy for inmates as well as launching emulation movements among inmates.

In preparation for the 2026 amnesty program, the two police units held meeting to disseminated the President’s amnesty decision, the guidance of the Central Advisory Council for Amnesty and the Ministry of Public Security’s amnesty plan for 2026.

The prisons also explained the conditions and criteria for amnesty conditions, helping them to self-assess their eligibility.

Concluding the inspection, Deputy Minister Le Van Tuyen requested the Ninh Binh Provincial Police Department as well as the police units in charge of Nam Ha Prison and Ninh Khanh Prison to seriously implement the Ministry’s regulations on custody and temporary detention management, criminal judgment execution in the community, community reintegration, as well as the regulations on inmate management, inmate re-education, rehabilitation orientation, labor activities, vocational and training.

Regarding amnesty work, he stressed the need to proactively and thoroughly prepare amnesty application dossiers for appraisal in a serious, lawful, rigorous, democratic, objective, transparent and public manner, avoiding mistakes.

The Deputy Minister also requested that the involved units should proactively organize ceremonies to announce the decision in a solemn manner in accordance with regulations, and fully provide policies and entitlements for amnestied individuals when the President’s amnesty decision is issued.
