
Deputy Minister of Public Security Tran Quoc To visits Japan, seeking to boslter cooperation with local partners
A high-ranking delegation of the Ministry of Public Security (MPS) of Vietnam, led by Deputy Minister of Public Security Senior Lieutenant General Tran Quoc To, paid a working visit to Japan from September 21 to 27, 2025, to enhance cooperation with Japanese partners in the fields of fire and rescue, information technology (IT) and scientific research.

During the visit, Deputy Minister Tran Quoc To had talks with Japanese Vice Minister of Internal Affairs and Communications Imagawa Takuo.
At the meeting, Deputy Minister Tran Quoc To affirmed that over the past 52 years, Vietnam–Japan friendship and cooperation have flourished in multiple areas, including economy, trade, investment, culture, society, education, tourism, agriculture, environment, labor and defense–security.
In such a favorable environment, cooperation between the MPS and Japan’s Ministry of Internal Affairs and Communications, as well as other law enforcement agencies, has been expanded, producing practical outcomes in combating transnational crime, cybersecurity, digital transformation, equipment for fire and rescue sector, and training and capacity-building.

The Deputy Minister proposed that Japan’s Ministry of Internal Affairs and Communications support the MPS in applying science and technology to the Vietnamese fire and rescue sector, particularly digital platforms and artificial intelligence (AI) for its management and operation.
He also suggested that the Japanese side offer more training to Vietnamese fire and rescue officers, officers in charge of IT, digital transformation and administrative reforms, as well as provide fire and rescue vehicles and equipment and share experiences in mobilizing international efforts to respond to major fires and natural disasters in a country.
The delegation later met with the Japan International Cooperation Agency (JICA) to discuss future cooperation, particularly in cybersecurity, prevention of hi-tech crimes, building and protecting national databases, telecommunications, fire and rescue, scientific research and capacity building of officers.

JICA was recognized as a key partner, bridging between the two governments, sponsoring a wide range of projects in Vietnam, including those on human resource development, equipment of the local fire and rescue, traffic police forces as well as opening advanced training courses for local officers on cybersecurity, criminal investigation, counter-terrorism, anti-corruption, criminal justice, intellectual property protection and prison management.
Deputy Minister Tran Quoc To proposed that JICA continue prioritizing funding for MPS projects and providing more assistance in the fields of fire and rescue, IT, digital transformation and administrative reforms.
Within the framework of the working trip, the delegation held working sessions with the Department of Foreign Affairs of the National Police Agency of Japan, the Fire and Disaster Management Agency, the National Police Academy, the University of Electro-Communications (UEC) in Tokyo and the Osaka Fire Academy. At the meetings, the two sides exchanged practical experiences and discussed cooperation opportunities.
