Dien Bien Provincial Police Department holds talks with Lao counterparts

On the basis of the annual Memorandum of Cooperation (MoC) between the Dien Bien Provincial Police Department and the police departments of the bordering provinces of Luang Prabang, Oudomxay and Xayabouly (Laos), the Dien Bien Provincial Police Department hosted annual talks with the three Lao provincial police departments on October 21–22, 2025.

Under the 2024 MoC, the two sides exchanged a wide range of valuable information, helping both sides take proactive measures to ensure national security and combat crimes in their countries.

In the field of crime prevention and control, the two sides coordinated to detect and handle 93 criminal cases involving 165 offenders, seizing nearly 20 million methamphetamine tablets, 9.8 kilograms of heroin, 2.8 kilograms of powdered synthetic drugs, 4.8 kilograms of opium and 4 kilograms of khat leaves.

They also uncovered 9 cases involving 10 persons accused of the illegal manufacture, possession and transportation of weapons, seizing 26 firearms, over 3,000 rounds of ammunition and 10 tons of industrial explosives.

In addition, the Dien Bien Provincial Police Department organized four training courses for 125 officers from the northern Lao provinces, focusing on crime prevention, administrative management and the management of weapons and explosives. Additionally, the Vietnamese police coordinated with their Lao peers to form joint working groups on crime prevention in the northern Lao provinces.

Both sides agreed that coordination in ensuring security and order between them has become increasingly substantive, effective and achieved positive results.

The two sides affirmed that they will continue strengthening cooperation and deepening the special friendship between the provinces in particular and between Vietnam and Laos in general.

At the end of the talks, leaders of the Dien Bien Provincial Police Department and the three Lao police departments signed the 2025 MoC, showing their determination to enhance efficiency of their coordination in maintaining security and order, contributing to building a peaceful, friendly, stable and developing Vietnam–Laos border.
