Firmly consolidating people’s security posture and public trust in Public Security Forces

A general report presented at the conference stated that, during August, the Executive Committee of the Public Security CPV Organisation and the MPS leadership had closely directed under-ministerial public security agencies and units as well as local police departments to strictly and effectively implement the directions of the Party and State leaders on safeguarding national security and maintaining social order and safety.

Notably, under-ministerial public security agencies, units and local police departments had ensured absolute security and safety for activities of Party and State leaders, visiting international delegations and major national events.

In addition, the rate of social order-related crime had declined, with significant decreases in many types of serious and particularly serious crime, thereby contributing to a safe and healthy social environment and peaceful and happy lives for the people.

The police force had also focused on combating and dismantling criminal gangs and groups, and handling so-called “online gangsters,” thereby deterring and preventing crime and strengthening social discipline.

At the conference, under the moderation of Deputy Minister Dang Hong Duc, leaders of under-ministerial public security agencies, units and local police departments discussed issues relating to security protection, crime prevention and control, fire prevention and rescue, traffic order and safety, and financial work.

Concluding the conference, on behalf of the Executive Committee of the Public Security CPV Organisation and the Ministry of Public Security, Minister Luong Tam Quang recognized, commended and congratulated the entire Public Security Forces on their achievements in August 2026.

Regarding key tasks for the coming period, Minister Luong Tam Quang requested under-ministerial public security agencies, units and local police departments to maximally mobilize personnel, equipment and measures to ensure absolute security and safety and prevent any unexpected security situations during the 81st anniversary of National Day.

The Minister also called for a strong renewal of thinking and working governance throughout the Public Security Forces, stressing that the entire forces should make a decisive shift toward results-based management, focusing on clearly defined objectives and outputs, relying on verified data and considering “real results” as the principal measure of the task implementation.

Minister Luong Tam Quang also requested the immediate implementation of the Political Bureau’s Resolution No. 22 on the National Security Strategy; Resolution No. 18 on building an orderly, safe, civilized, harmonious and developed society; and Conclusion No. 86 on continuing to implement Resolution No. 12 on building truly clean, strong, regular, elite and modern Public Security Forces.

He urged public security agencies, units and local police departments to continue intensifying efforts to handle “online gangsters”; combat crimes and law violations relating to the environment, food hygiene and safety, particularly during the Mid-Autumn Festival, and intellectual property; as well as prevent and handle gatherings of young people and juveniles who use weapons and other dangerous instruments to disturb public order.

He also noted that local police departments should focus on effectively and substantively achieving the target of building 30 percent of communes, wards and special zones as drug-free areas, while actively implementing plans for natural disaster prevention and control and rescue operations in line with the “four-on-site” principle.
