
Further promoting cooperation activities between Vietnam and Japan
Minister of Public Security General Luong Tam Quang hosted a meeting with Governor of Kagawa Prefecture, Japan Ikeda Toyohito and Vice Chairman of the Japan Association for Community Safety and Health Tsuneda Teruo, on the afternoon of April 23 in Hanoi.

Welcoming the Japanese guests to the headquarters of the Ministry of Public Security, Minister Luong Tam Quang highly appreciated their positive contributions to promoting cooperation between Vietnam and Japan, including cooperation at the local level.
On behalf of the Ministry of Public Security, the Minister congratulated Kagawa Prefecture on its recent achievements and commended Governor Ikeda Toyohito for his willingness to bolster cooperation between Kagawa and Hai Phong.
He expressed hope that Kagawa would continue expanding cooperation with other Vietnamese provinces and cities.
Minister Luong Tam Quang noted that, when working as the Director General of the Mainichi Newspaper Group, Tsuneda Teruo had effectively coordinated with the Ministry to organize cultural exchange activities, including the World Police Band Concerts in 2011 and 2015, as well as the Kizuna Ekiden Run for Traffic Safety in 2018 and 2019.
He particularly acknowledged the successful coordination in organizing the 2025 World Police Band Concert in Hanoi on the occasion of the 80th founding anniversary of the Vietnamese Public Security Forces, saying that it had left a positive impression on the local people of friendly and dedicated police forces.
On this occasion, the Minister proposed that the two sides continue to promote cultural, sports and people-to-people exchanges, while strengthening local-level cooperation to further deepen bilateral relations, contributing to the Comprehensive Strategic Partnership between the two countries.
For their part, Governor Ikeda Toyohito and Tsuneda Teruo expressed appreciation for the warm reception and shared their impressions of Vietnam’s development achievements, as well as the role of the Ministry of Public Security in ensuring security and social order.
They affirmed their commitment to further promoting cooperation with Vietnamese partners and coordinating with the Vietnamese side to hold cultural and people-to-people exchange activities, thereby contributing to further strengthening Vietnam–Japan friendship and cooperation.
