MPS enhances cooperation with UNDP

At the meeting, Ms. Ramla Khalidi congratulated Vietnam on the country’s successful organization of the 14th National Party Congress and the recent consolidation of key leadership positions in the Party, State, and Government. She also highly appreciated Vietnam’s  effort and commitment to promoting human development, protecting human rights, and advancing sustainable development.

The UNDP Resident Representative noted that Vietnam’s development priorities largely agree with the cooperation objectives of the United Nations and UNDP in Vietnam.

Ms. Khalidi stated that UNDP is currently coordinating with Vietnamese ministries and sectors to develop the Country Programme Document for Vietnam in  the 2027–2031 period, and wished to continue receiving support from the Ministry of Public Security to further refine cooperation contents for the new phase.

The two sides also exchanged views and evaluated their cooperation results over recent years, particularly in implementing the Convention against Torture (CAT), executing recommendations for the Universal Periodic Review (UPR) mechanism, and organizing workshops and training sessions related to the Mendez Principles and the Istanbul Protocol to enhance law enforcement capacity and ensure human rights protection.

Ms. Khalidi affirmed that UNDP always stands ready to continue supporting Vietnam in areas such as legal reform and capacity-building for law enforcement agencies, while also expanding cooperation into new fields including responses to non-traditional security challenges, environmental protection, digital transformation, innovation, and data protection.

Speaking at the meeting, Deputy Minister Le Van Tuyen thanked Ms. Ramla Khalidi and UNDP for their continued attention, partnership and support for Vietnam in general and for the Vietnamese Ministry of Public Security in particular over the past years. 

He highly valued the practical cooperation outcomes achieved during the past five-year cooperation period, especially activities supporting capacity-building for Vietnamese law enforcement officers and organizing workshops related to human rights, the Mendez Principles, and the Istanbul Protocol.

Deputy Minister Le Van Tuyen affirmed that the Party and State of Vietnam consistently upholds the view that people are the center, the subject, the goal and the driving force of development, with all policies aimed at ensuring the legitimate rights and interests of the people.

He stressed that Vietnam is continuing to improve its legal system that better guarantees human rights and is consistent with international treaties to which Vietnam is a member, while strongly implementing policies linking economic growth with sustainable development, environmental protection and social security.

Deputy Minister Le Van Tuyen proposed that UNDP continue coordinating in strengthening capacity for Vietnamese forces in charge of crime prevention and combat, and organizing training courses, workshops and seminars to improve the capabilities of Vietnamese law enforcement personnel responsible for human rights protection. 

He also expressed hope that the two sides would further enhance cooperation in non-traditional security, science and technology, innovation, and digital transformation.

To conclude, Deputy Minister Le Van Tuyen affirmed that the Ministry of Public Security of Vietnam would assign relevant units to coordinate with UNDP in developing a concrete cooperation programme for the next five years, contributing to more effective law enforcement, protection of human rights, sustainable development, and Vietnam’s international integration.

Deputy Minister Le Van Tuyen expressed confidence that cooperation between the Ministry of Public Security of Vietnam and UNDP would continue to be strengthened and developed in an increasingly practical and effective manner in the coming time.
