MPS holds consultation on Draft Law on Protection of National Security-Related Critical Facilities

The Ministry of Public Security held a policy consultation on the draft Law on Protection of National Security-Related Critical Facilities on the morning of June 9 in Hanoi.

Reports presented at the consultation highlighted that the National Assembly Standing Committee adopted Resolution No. 03/2026/UBTVQH16 on adjustments to the 2026 Legislative Program, on May 29.

Accordingly, the draft Law on Protection of National Security-Related Critical Facilities was added to the 2026 Legislative Program for consideration and adoption by the National Assembly at its second plenary session scheduled for October 2026.

The Ministry of Public Security has proactively implemented tasks related to the drafting of the law, requesting involved ministries, ministerial-level agencies and provincial-level People’s Committees to review the implementation of the Ordinance on the Protection of National Security-Related Critical Facilities during the 2007–2026 period.

Based on feedback reports submitted by the ministries, sectors and localities, the Ministry has developed the draft policy dossier for the proposed law.

Addressing the consultation, Deputy Minister Le Van Tuyen emphasized that the protection of national security-related critical facilities has been identified as one of the particularly important tasks in the Politburo’s directives on safeguarding national security.

Deputy Minister Le Van Tuyen noted that the drafting of the Law on Protection of National Security-Related Critical Facilities is an urgent requirement to ensure the consistency and synchronization of the legal framework governing national security, especially in the context of numerous important new laws recently promulgated by the National Assembly.

He called on representatives of the Standing Committee of the Ethnic Council, National Assembly committees, ministries and ministerial-level agencies to carefully study and provide comments on the contents of the draft policy dossier prepared by the drafting agency.

The Deputy Minister stressed that their contributions would serve as a basis for the drafting panel to develop a law that institutionalizes the Party’s directives and mobilizes the combined strength of the entire political system and the people in building the all-people national security posture, while further improving the legal framework and ensuring consistency within the legal system governing the protection of national security-related critical facilities.

At the consultation, delegates unanimously agreed on the necessity of promulgating the Law on Protection of National Security-Related Critical Facilities under current circumstances and expressed strong support for the provisions of the draft law.

Participants also provided a wide range of comments on each policy component of the draft policy dossier.

Concluding the session, Deputy Minister Le Van Tuyen requested the drafting agency to promptly study and incorporate delegates’ comments, closely coordinate with ministries and ministerial-level agencies to finalize the draft policy dossier in accordance with the principles of consistency, synchronization and compatibility and complete the necessary procedures for submission to the Ministry of Justice for appraisal before presenting it to the Government for approval in line with the prescribed timeline.
