
Ngoc Ly Prison announces presidential decision on amnesty
A ceremony to announce the State President’s Decision on the second drive of amnesty in 2025 was held on the morning of September 1 at Ngoc Ly Prison under the management of the Ministry of Public Security (MPS) in Tan Yen commune, Bac Ninh province.

Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, attended and delivered remarks at the ceremony.

At the event, Deputy Minister Le Van Tuyen and delegates presented amnesty decisions, citizen ID cards and SIM cards offered by MobiFone to the released inmates at Ngoc Ly Prison.
On behalf of the Central Advisory Council on Amnesty, the MPS leadership and the MPS Steering Committee for Amnesty, Deputy Minister Le Van Tuyen extended his congratulations to the amnestied inmates at Ngoc Ly Prison in particular and all those at other detention facilities nationwide who were granted clemency on the occasion of the 80th National Day.

Deputy Minister Le Van Tuyen emphasized that the amnesty demonstrates the Party and State’s recognition of those who had once committed offences but have well served their prison sentences, strictly complying with prison rules, sincerely repenting and expressing a genuine desire to return to their families and communities.
He encouraged them to overcome difficulties, confidently reintegrate into society, live a stable and honest life and resolutely avoid violating the laws again.

For the inmates who were not granted amnesty this time, Deputy Minister Le Van Tuyen expressed his hope that they will continue to comply with legal regulations and prison rules, actively join re-education programs at prisons to early be qualified for and enjoy the clemency policy of the Party and State, such as sentence reduction, conditional early release and amnesty.
He also requested the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management and relevant functional units to strictly comply with the Party, State and MPS regulations on detention management and criminal judgment execution, pay due attention to vocational training and job orientation for inmates, and propose to the State President the granting of amnesty on major national celebrations.
