On October 4, 1961, President Ho Chi Minh signed an order promulgating the Ordinance on State Management of Fire Prevention and Fighting. This historic milestone established the legal framework for fire safety and the development of a specialized force, directly linking the protection of lives and property with production, revolutionary achievements, and national construction and defense.

Over the past 65 years, the organizational structure and responsibilities of the force have been continuously refined. Throughout this journey, the force has remained committed to its core mission: protecting people from danger, safeguarding state and public property, and maintaining a safe, peaceful life for the nation. In recognition of these achievements and sacrifices, the Party and State have conferred numerous prestigious awards upon the force over the decades.

To fulfill this noble responsibility in the new era, General Luong Tam Quang urged a comprehensive elevation of fire prevention, fighting, and rescue operations, making them faster, more proactive, modern, and effective while maintaining full readiness for any assignment.

He requested the force to have a strong shift in mindset and operational methods, blending traditional experience with modern techniques. According to him, prevention should serve as the core focus, risk governance as the primary approach, and a strong, grassroots-based all-people fire safety posture as the foundation. Incident and risk management must transition toward an intelligent, modern model that places public safety as the ultimate goal, driving force, and centerpiece of all activities.
