
Security and law enforcement cooperation remains key pillar in Vietnam–India relations
As a member of a high-ranking delegation accompanying Party General Secretary and President To Lam on his State visit to India, Minister of Public Security General Luong Tam Quang had a meeting with Minister of State for Home Affairs of India Bandi Sanjay Kumar on May 6 in New Delhi.

At the meeting, Minister Luong Tam Quang emphasized that Vietnam and India share a longstanding traditional friendship nurtured by President Ho Chi Minh and Indian leaders such as Mahatma Gandhi and Jawaharlal Nehru, as well as by generations of leaders and people of the two countries.
The Minister noted that, since the establishment of diplomatic relations in 1972, the two countries have built a solid foundation for cooperation through regular exchanges of delegations at all levels and the effective implementation of important bilateral mechanisms and agreements for benefits of both nations.
Minister Luong Tam Quang said that the State visit to India by General Secretary and President To Lam marked the 10th anniversary of the Vietnam–India Comprehensive Strategic Partnership (2016–2026), demonstrating the strong commitment of the two countries’ leaders to elevating the bilateral relations in a more comprehensive, substantive and effective manner.
Further, the Vietnamese Minister stressed that, on the basis of the Vietnam-India Comprehensive Strategic Partnership, security and law enforcement cooperation has become an important pillar in the bilateral relations.
According to the guest, in recent years, the two sides have maintained high-level exchanges and contacts while regularly sharing their views on issues of mutual concern.
The two sides have also actively exchanged information related to cybersecurity and criminal activities to strengthen their preventive efforts. Notably, Vietnam and India successfully held their first Cybersecurity Policy Dialogue in Hanoi on January 30, 2026.
Showing the same view with Minister Luong Tam Quang on his shared issues, Minister of State for Home Affairs Bandi Sanjay Kumar proposed that, in order to deepen cooperation between the Ministry of Public Security and India’s Ministry of Home Affairs, the two sides should further promote delegation exchanges at all levels and discuss the establishment of cooperation mechanisms in such areas as security, counterterrorism, riot control, social order and safety protection, border management and disaster response.
He also suggested strengthening coordination in combating transnational crimes involving both countries, particularly cooperation in cybersecurity and high-tech crime prevention and control.
In addition, the Indian official expressed hope that the two sides will consider expanding cooperation in the areas of security industry, digital transformation and the application of artificial intelligence to security and social order management, while enhancing cooperation in training, experience-sharing and capacity building for law enforcement personnel.
