Viet Nam’s Ministry of Public Security and Belarus’ Ministry of Home Affairs seek to strengthen cooperation

At the talks, Deputy Minister Pham The Tung expressed his pleasure at meeting Deputy Minister Dmitry Korodyuk and members of the delegation from the Ministry of Internal Affairs of Belarus. He expressed confidence that the meeting would offer a key opportunity for both sides to discuss and identify measures to continue driving cooperation between Viet Nam’s Ministry of Public Security and Belarus’ Ministry of Internal Affairs toward stronger, more substantive, and highly effective outcomes.

Deputy Minister Pham The Tung emphasized that Viet Nam–Belarus relations are developing positively. Following the official visit to Belarus by General Secretary and President To Lam in May 2025, the Strategic Partnership between the two nations has continued to expand across multiple sectors, including politics and diplomacy, security and defense, science and technology, trade and economics, education and training, culture, and people-to-people exchanges.

Building on the sound relationship between the two countries, cooperation between Viet Nam’s Ministry of Public Security and Belarus’ Ministry of Internal Affairs has deepened significantly, achieving numerous practical results. The two sides have regularly exchanged delegations at all levels, effectively implemented signed cooperation agreements, maintained information exchange, shared experience in crime prevention and control, coordinated in verifying, pursuing, apprehending, and extraditing criminals involving citizens of the two nations, and strengthened joint training and professional development for law enforcement officers.

Deputy Minister Pham The Tung also proposed that the two sides effectively implement their signed cooperation agreements, while stepping up joint training and capacity building in cybersecurity and high-tech crime prevention, and bolstering bilateral collaboration in countering economic crime, corruption, human trafficking, and the organization of illegal migration. According to the Vietnamese official, the two sides also need to team up in training and employing service dogs, training mobile police and special tactical units, and deploying unmanned aerial vehicles (UAVs) and counter-UAV systems. Such joint training programs may be organized in Viet Nam or Belarus.

The Ministry of Public Security of Viet Nam requested that the Ministry of Internal Affairs of Belarus receive Vietnamese delegations for professional training in Operating multi-rotor unmanned aerial vehicles for operational duties; cybersecurity and searching for operationally valuable information on the Internet, including the Darknet, alongside computer data analysis; and modern forensic examination technologies for inspecting identity documents to verify authenticity.

Speaking at the talks, Belarusian Deputy Minister of Internal Affairs Dmitry Korodyuk expressed gratitude to the Ministry of Public Security of Viet Nam for its warm and respectful reception, while highly praising the cooperative relationship between the Ministry of Internal Affairs of Belarus and the Ministry of Public Security of Viet Nam in recent years.

At the conclusion of the talks, Deputy Minister Pham The Tung and Deputy Minister Dmitry Korodyuk witnessed the signing of:

1.    A Memorandum of Understanding on cooperation between the Academy of Security Technology and Engineering (under Viet Nam’s Ministry of Public Security) and the Academy of the Ministry of Internal Affairs of Belarus.

2.    A Memorandum of Understanding on cooperation between the Academy of Security Technology and Engineering (under Viet Nam’s Ministry of Public Security) and the Mogilev Institute of the Ministry of Internal Affairs of Belarus.
