
Vietnam, India continue to foster substantive cooperation
Deputy Minister of Public Security Senior Lieutenant General Pham The Tung hosted a meeting with Secretary (East) at the Ministry of External Affairs of India Periasamy Kumaran on the afternoon of January 29 in Hanoi.

Welcoming Secretary Kumaran and the high-ranking delegation of the Indian Ministry of External Affairs on their working trip to Vietnam on the occasion of the 10th anniversary of the establishment of the Vietnam–India Comprehensive Strategic Partnership in 2026, Deputy Minister Pham The Tung expressed his confidence that the two sides would continue to maintain substantive and effective cooperation for the benefits of the peoples of both countries and for peace, stability and development in the region and the world.
Deputy Minister Pham The Tung noted that since its establishment in 2016, the Vietnam–India Comprehensive Strategic Partnership has achieved many significant accomplishments in both bilateral and multilateral frameworks.
He said that the two countries have consistently supported each other at international forums and shared views and visions on regional issues, thereby strengthening deep political trust, underscoring that, in this context, security and defense cooperation has emerged as a bright spot and an important pillar of Vietnam–India bilateral relations.
Regarding security cooperation, the host revealed that the Ministry of Public Security of Vietnam and the National Security Council of India have strongly promoted cooperation across multiple areas, including delegation exchanges, information sharing, cybersecurity cooperation, prevention and combat of transnational crime and capacity-building training.
The Vietnam–India Deputy Ministerial-level Security Dialogue, he added, has been organized in a frequent and effective manner, serving as a comprehensive mechanism bringing bilateral cooperation into a more substantive phase.
To further advance cooperation between the Ministry of Public Security of Vietnam and relevant Indian agencies in the coming period, Deputy Minister Pham The Tung proposed that the two sides continue to coordinate and support each other’s positions and viewpoints at multilateral forums, effectively implement signed cooperation plans and further enhance the effectiveness of existing defense and security dialogue mechanisms.
He also suggested maintaining delegation exchanges at all levels, strengthening mutual consultations on global and regional developments affecting each country, enhancing cooperation in cybersecurity, prevention and combat of hi-tech crime and terrorism and expanding cooperation in maritime affairs, energy and fundamental minerals.
On this occasion, Deputy Minister Pham The Tung proposed that India support Vietnam in training high-quality human resources, particularly in science and technology and pilot training, and assist the Ministry of Public Security of Vietnam in building a training center for officers participating in United Nations peacekeeping forces.
For his part, Secretary Periasamy Kumaran affirmed that, with the positive outcomes achieved over the past 10 years of implementing the Vietnam–India Comprehensive Strategic Partnership, the two sides would continue to make new advances, deepening their friendship and cooperation in a substantive and effective manner, contributing to stability and sustainable development in each country, the region and the world.
