
Vietnam, Kuwait agree to establish legal framework for cooperation on crime control
As a member of the Vietnamese delegation accompanying Prime Minister Pham Minh Chinh on his official visit to the State of Kuwait, Deputy Minister of Public Security Senior Lieutenant General Pham The Tung held talks, on November 18, 2025, with Undersecretary of the Ministry of the Interior of Kuwait Major General Ali Al-Adwani.

At the talks, the two sides agreed to enhance cooperation in the fields of security, policing, and law enforcement. They committed to regularly exchanging information on crimes, especially cybercrime, drug-related crime, human trafficking, terrorism, and money laundering. They also agreed to coordinate in managing entry and exit and handling incidents related to the citizens of each country.
Further, the two sides affirmed their coordination to ensure security and safety for high-level delegations, as well as for investment, trade, tourism, labor and education cooperation activities between the two nations. They committed to protecting the legitimate rights and interests of citizens, businesses and representative agencies of one country in the other, and pledged not to allow any organization or individual to take advantage of their territory to carry out activities against the other country.
Deputy Minister Pham The Tung proposed that the two sides continue to boost delegation exchanges at all levels, especially high-level ones, in order to enhance mutual understanding and effectively exploit cooperation potential in the field of security and order.
During the talks, the two sides emphasized the need to establish a legal cooperation framework in the field of security and crime prevention and control, creating a long-term foundation for coordination between the two sides’ competent agencies.
Based on this consensus, Deputy Minister Pham The Tung presented the Kuwaiti side with the draft Agreement on Cooperation in Crime Prevention and Control, the Extradition Treaty, and the Agreement on the Transfer of Sentenced Persons. These legal instruments are expected to serve as a direct and important legal framework for criminal justice agencies of the two countries to enhance mutual assistance in the fight against crime, especially transnational organized crime, while better protecting the legitimate rights and interests of organizations and citizens of each country.
At the end of the talks, Deputy Minister Pham The Tung conveyed Minister of Public Security of Vietnam General Luong Tam Quang’s invitation to the Deputy Prime Minister and Minister of the Interior of Kuwait to visit Vietnam at a suitable time in 2026, on the occasion of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Kuwait (1976 – 2026).
