9th Vietnam – Japan Deputy-Ministerial Security Dialogue takes place in Hanoi

MPS - The 9th Vietnam – Japan Deputy-Ministerial Security Dialogue officially took place on May 13, in Hanoi.

Deputy Minister of Public Security of Vietnam Lieutenant General Pham The Tung and Deputy Commissioner-General of the National Police Agency of Japan Tachikawa Koichi co-chaired the dialogue.

In his opening remarks, Deputy Minister Pham The Tung underlined that the dialogue was held amid increasingly complex global and regional developments, which present opportunities intertwined with challenges for Vietnam and Japan.

He noted that the Asia–Pacific region remains an area of dynamic growth and strategic interest, yet faces emerging risks of instability stemming from terrorism, maritime security concerns, transnational crimes and other non-traditional security threats.

The Deputy Minister stressed that the dialogue provided a valuable opportunity for the two sides to review the implementation of previously agreed-upon cooperation areas and outline future directions for cooperation in line with the evolving security and order landscape.

The dialogue would contribute to not only safeguarding national security and combating crime in the two countries but also advancing the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World between Vietnam and Japan as well to maintaining peace, stability, and development in the region and the world, he added.

During the dialogue, delegates exchanged information and hands-on experiences in promoting innovation, particularly in the development of high-tech, artificial intelligence and digital transformation, as well as the application of science and technology in safeguarding national security and ensuring social order and safety.

Further, the two sides also reviewed cooperation between the two agencies in the fight against transnational crimes involving citizens of the two countries.

Based on the discussions, the two sides reached consensus on future cooperation directions with the goal of deepening mutual understanding and strategic trust as well as laying the foundation for broader and more substantive collaboration.

Accordingly, the two sides agreed to expand the scope, content and depth of information sharing on national and regional security developments in support of early warning, strategic planning and security policymaking of each country.

In addition, the two sides will strengthen cooperation in counter-terrorism, combatting transnational crime and ensuring security and safety of high-level visits, international conferences and major events scheduled to take place in each country.

The two agencies also reaffirmed their commitment to maintaining the Vietnam–Japan bilateral INTERPOL conference on an annual rotational basis.

On the occasion, the Ministry of Public Security of Vietnam also proposed the National Police Agency of Japan to enhance expertise sharing, and support equipment and expert for Vietnam to develop its human resources in the areas that the Japanese National Police Agency holds comparative advantages of, such as combating cyber fraud, money laundering, drug-related crimes and intellectual property violations.
