Within the framework of the summit, Minister Luong Tam Quang participated in sessions on combating human trafficking, cybercrime and disrupting the financial supplies of criminal groups.
In his remarks, the Minister underscored that the rapid advancement of breakthrough technologies, such as artificial intelligence (AI), cloud computing, big data and real-time data, has profoundly reshaped both cyberspace and human life.
Alongside their undeniable benefits, the technological advances and smart digital services and applications in cyberspace have also bring about potential risks to national security.

The Vietnamese official revealed that, in Vietnam, criminal groups have recently exploited social media and online platforms to lure citizens abroad with their promises of “Light work with high income” and illegally transport them to other countries to exploit them for forced labor, forcing them to work in illegal casinos or participating in online scam networks.
In response to the situation, Vietnam has issued a number of policies and launched various programs and action plans to combat human trafficking and illegal migration. In fact, Vietnamese law enforcement forces have taken synchronous measures to prevent and suppress these crimes, aiming to safeguard human security, over the past time.
Additionally, Vietnamese authorities increased legal education and communication to raise the public awareness of criminal tricks as well as warn people of the bad consequences of illegal migration and illegal employment abroad.
The Vietnamese Minister underlined that the Ministry of Public Security of Vietnam frequently takes professional approaches to verify Vietnamese citizens involved in illegal exit, illegal migration or illegal activities overseas, as well as increase efforts to monitor cyberspace to promptly detect and address online groups and social media accounts suspected of advertising or offering services related to illegal migration and human smuggling.

To promote international law enforcement cooperation, Minister Luong Tam Quang stressed that the fight against transnational cybercrime, including human trafficking, should be grounded on the core principles of the United Nations Charter and international law, respecting national independence, sovereignty and avoiding interference in each country’s internal affairs in cyberspace.
He also called for the review and perfection of bilateral and multilateral agreements to create a firm legal foundation for the combat of these types of crime.
Additionally, Minister Luong Tam Quang proposed that law enforcement agencies of countries should enhance coordination, promptly share information and join efforts to prevent criminal activities, break off criminal financial networks and shut down illegal migration channels, especially those operating through private social media groups.
The Vietnamese Minister suggested further discussing the nature, causes, conditions, hotbeds and trends of these types of cybercrime so as to prevent them early and from afar.

Meanwhile, each country needs to strengthen the management of foreigners’ entry, exit, residency and activities within its territory, alongside ensuring security and safety for them.
Finally, the Vietnamese head delegate called on experienced countries to support others by offering equipment, training and capacity-building programs, as well as holding conferences and workshops to share hands-on experiences and best practices in deploying and implementing anti-human trafficking programs and projects so as to narrow the gap in capacities to prevent and combat cybercrime among countries.
