MPS approves RoK’s extradition request for Korean suspect of fraud

MPS - The Department of Legal Affairs and Administrative-Judicial Reforms under the Ministry of Public Security (MPS) in coordination with the Office of Criminal Investigation Authority, the Department of Immigration and the Ho Chi Minh City Police Department handed over Kim Kwang Pil (born in 1977, South Korean nationality) to representatives of the Ministry of Justice of the Republic of Korea (RoK) and the Seoul Prosecutor's Office, on the night of November 21st, at the Tan Son Nhat International Airport. The procedure was witnessed by officials from the RoK’s Consulate General in Ho Chi Minh City.

The Department of Legal Affairs and Administrative-Judicial Reforms under the Ministry of Public Security (MPS) in coordination with the Office of Criminal Investigation Authority, the Department of Immigration and the Ho Chi Minh City Police Department handed over Kim Kwang Pil (born in 1977, South Korean nationality) to representatives of the Ministry of Justice of the Republic of Korea (RoK) and the Seoul Prosecutor's Office, on the night of November 21st, at the Tan Son Nhat International Airport.
The procedure was witnessed by officials from the RoK’s Consulate General in Ho Chi Minh City.

Earlier, the RoK’s law enforcement agencies had sent an extradition request to Vietnam's MPS to extradite Kim Kwang Pil to RoK to prosecute him for fraud.

Kim Kwang Pil is a dangerous offender, who was not only requested to be extradited by the RoK’s law enforcement agencies but also prohibited from leaving Vietnam under the decision of the Can Giuoc District Civil Judgment Enforcement Sub-department.

After receiving an extradition request from RoK’s side, MPS had however removed the exit ban on Kim Kwang Pil in accordance with the Vietnamese laws to promptly hand over the suspect to RoK's law enforcement agencies.

Speaking at the extradition, a representative from the Department of Legal Affairs and Administrative-Judicial Reforms underlined that the Vietnamese law enforcement agencies had actively coordinated with RoK’s partners to track, arrest and extradite RoK’s wanted fugitives, contributing to enhancing the effectiveness of preventing and combating crimes, especially transnational crimes and crimes committed by citizens of the two countries.

The Vietnamese official also wished that the competent authorities of the two countries would further promote bilateral cooperation in ensuring security and order in each country in particular and protecting global security in general.

During the extradition, the two sides have checked up health of the extradited as well as learned about his thoughts and wishes in the spirit of ensuring humanity and human rights, even for criminals.

Regarding issues that need further investigation, the two sides agreed to report to competent authorities to provide information to each other as soon as possible.

Finally, the two sides signed the minutes of the extradition of Kim Kwang Pil, and the RoK’s delegation escorted the him back to the country by air at 11:40 p.m. the same day.
